Capital improvements and replacements for the <br /> Water, Sewer and Storm Drain funds are accounted for in the Capital Improvement <br /> Program (CIP). The financial results of the CIP are being presented to the Council in a <br /> separate report in November 2015. <br /> WATER AND SEWER OPERATING FUNDS <br /> Water Operations and Maintenance (O&M) Fund <br /> The Water Operating Fund ended FY 2014/15 with a positive operating balance of <br /> $656,311 as shown in Table 6. The majority of the variance is due to a reduction in water <br /> revenues of $2.2 million that was offset by a larger reduction in water purchases from <br /> Zone 7 and other operating expenditures of $2.5 million, a reduction in transfer-out to <br /> other funds of $302,602, and a reduction in other expenses of approximately $270,000. <br /> As a result of this, the ending fund balance has increased to approximately $8 million. <br /> The adopted water rate increase effective September 1, 2010 was designed to maintain <br /> the Water Operating Fund in a balanced operating position with a minimum fund balance <br /> of $6.5 million. Thus, operations are continuing to improve such that the minimum fund <br /> balance has been exceeded. City Council reviewed and approved rate increases in <br /> October 2015 as required by Proposition 218 that states all fees and charges with a CPI <br /> adjustment must to be reviewed every five years. <br /> Table 6.
