In recognition of the community's water conservation efforts, staff is recommending a <br /> suspension of the excess use penalties section 9.30.100 of the current City drought <br /> emergency declaration mandating a 25% water reduction. The excess use penalties <br /> would resume and be applicable to any water used after March 1, 2016. By this date, <br /> staff will have information regarding the effects of the winter rain and snowpack, the <br /> proposed water allocations for the Tri-Valley from the Department of Water Resources <br /> and the proposed State water conservation requirements for 2016. <br /> Notwithstanding any suspension of the City's excess use penalties, state restrictions are <br /> still in place for all Californians and these will remain in effect into 2016. A summary of <br /> these requirements are: <br /> 1. 25% mandatory water reduction over the 2013 consumption. <br /> 2. Irrigate in a manner that does not create runoff or flooding of water. <br /> 3. Irrigate only between 6 PM and 9 AM. <br /> 4. Do not irrigate on consecutive days and only once per week October through <br /> March, 2 days a week April through September. <br /> 5. Do not water hardscape surfaces, patio's, driveways, etc. <br /> 6. Fix water leaks within no more than 8 hours after detection. <br /> 7. Restaurants only serve water on request. <br /> 8. Must use a cover for swimming pools. <br /> 9. Washing of vehicles is permitted at commercial car wash facilities. <br /> 10.No use of potable water for ponds, fountains, and other water features. <br /> 11.No use of potable water for construction if a feasible alternate source is available <br /> (recycled water). <br /> 12.No use of potable water for pressure washers. <br /> 13.No use of potable water for ornamental only turf in street medians. <br /> 14.Hotels & Motels must provide guests option of not having towels and linens <br /> laundered daily. <br /> If unforeseen drought conditions should dramatically change in the interim, staff would <br /> return to Council for authorization to reinstitute the excess use penalties as well as any <br /> other measures required to meet any unexpected reductions in our water supply.
