Building Department with the Building Permit Application on September 2, 2015. <br /> MidPen received its first round of comments from the Building Department during the <br /> week of October 5th and planned to resubmit plans on November 11, 2015. The general <br /> contractor for Kottinger Gardens Phase 1 will be L&D Construction. Since 1979, L&D <br /> Construction has built more than 9,500 market-rate and affordable housing units and <br /> has been a trusted partner to MidPen. L&D Construction was selected through a <br /> competitive request for proposals process issued to five general contractors MidPen <br /> works with on a regular basis. Following a thorough plan review and bi-weekly <br /> coordination meetings with MidPen and Dahlin Group, L&D Construction developed a <br /> detailed construction schedule. In the middle of November, L&D will go out to bid to at <br /> least three subcontractors for each trade in order to make sure the project is getting the <br /> best and most complete bids possible. They will form the basis of the construction <br /> contract between MidPen and L&D to be executed prior to the construction financing <br /> closing in March 2016. <br /> Temporary Off-Site Resident Moves <br /> The Kottinger Place residents will be temporarily moved off-site for no more than twelve <br /> months to accommodate the Kottinger Gardens Phase 1 construction. MidPen's <br /> relocation specialist, Autotemp, developed the relocation plan to minimize disruption to <br /> the residents by shortening the amount of time they will need to live off-site and <br /> scheduling all moves before the major construction site work occurs. During the first <br /> month of construction, work on the site will primarily consist of hazardous materials <br /> abatement in the existing cottages. This work will be completed as buildings are <br /> vacated when residents are moved off-site. By the time the demolition work begins, all <br /> households will be moved to their temporary homes off-site. The temporary homes will <br /> be comparable to the home they currently have at Kottinger Place and will be secured <br /> by Autotemp. Assistance packing and moving belongings and setting up utilities will be <br /> provided during the move off-site and the move back. MidPen and Autotemp will be <br /> communicating regularly with residents, starting with a resident meeting on November <br /> 3rd. This meeting will be followed by individual household meetings in January. <br /> The construction schedule takes the temporary moves into account. The new cottages <br /> will be complete within the twelve month time period when residents are off-site. When <br /> the residents move back to Kottinger Gardens, all of the new cottages, landscaping and <br /> pathways, and the portion of the parking lot closest to Kottinger Drive will be complete. <br /> The two- and three-story building and the parking lot closest to Vineyard Avenue will still <br /> be under construction and will be protected with construction fencing. Much of the <br /> remaining work will be occurring inside the building at that point and will be complete <br /> five to six months later, at which point the Pleasanton Gardens residents will be moved <br /> to the new homes and the remaining new homes will be leased to new tenants. Many <br /> of the Task Force members may recall that the construction was always expected to <br /> occur in phases. This construction and temporary moves schedule minimizes the <br /> impact to the residents and is the shortest overall construction duration, having the <br /> added benefit of minimizing the impact to the surrounding neighbors on Kottinger Drive, <br /> Second Street, and Vineyard Avenue. <br /> Page 5 of 6 <br />
