RESOLUTION NO. 15- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON ADOPTING THE STATE'S 2015 MODEL WATER EFFICIENT LANDSCAPE ORDINANCE IN CONJUNCTION WITH THE COUNCIL'S PREVIOUS ADOPTION OF THE BAY FRIENDLY BASICS' LANDSCAPE GUIDELINES WHEREAS, in 2008, the City adopted the Bay Friendly Basics Landscape Guidelines as a means of incorporating the Alameda County Waste Management Authority's Guidelines into landscape projects within the City; and WHEREAS, in 2009, the California State Legislature adopted the Model Water Efficient Landscape Ordinance(MWELO), which ordinance became effective within the City of Pleasanton on January 1, 2010; and WHEREAS, in 2012 by Resolution 12-549, the City adopted the modified Bay-Friendly Basics landscape requirements and applied them to those landscape projects that fell under the 2009 MWELO requirements; and WHEREAS, the City has been applying both the MWELO and Bay Friendly Basics (BFB) Landscape Guidelines to landscape projects within the City of Pleasanton; and WHEREAS, in April 2015, Governor Brown issued Executive Order B-29-15 directing the Department of Water Resources to update the State's MWELO; and WHEREAS, the City Council finds that it is in the public interest to promote integrated landscape practices that go beyond the conservation and efficient use of water and to prevent the waste of this valuable resources while recognizing the values and benefits of landscapes as essential to the quality of life in California, and that adoption of the 2015 MWELO in conjunction with BFB is the best way to achieve these goals; and WHEREAS, the City Council wishes to adopt the 2015 MWELO while continuing to apply BFB's Landscape Guidelines; NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE, AND ORDER THE FOLLOWING: SECTION 1. The City Council hereby adopts the State's 2015 Model Water Efficient Landscape Ordinance in conjunction with the City's current use of the Bay Friendly Basics' Landscape Guidelines. PASSED, APPROVED, AND ADOPTED by the City Council of the City of Pleasanton at a regular meeting held on November 17, 2015.
