THE CITY OF 6 <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTONa <br /> November 17, 2015 <br /> Engineering Department <br /> TITLE: APPROVE A RESOLUTION ADOPTING THE STATE'S 2015 MODEL <br /> WATER EFFICIENT LANDSCAPE ORDINANCE IN CONJUNCTION WITH <br /> THE COUNCIL'S PREVIOUS ADOPTION OF THE BAY FRIENDLY BASICS <br /> LANDSCAPE GUIDELINES <br /> SUMMARY <br /> In response to the Governor's Executive Order No. B-29-15 issued on April 1, 2015, the <br /> State legislature recently updated the State Model Water Efficient Landscape Ordinance <br /> (MWELO)to require local agencies to report on the adoption of updates to their landscape <br /> ordinance by December 31, 2015. If the adopted ordinance is a modification of the <br /> updated MWELO, it must be at least as water efficient as the updated MWELO. <br /> The City currently complies with the adopted 2009 State MWELO. In addition to MWELO, <br /> the City follows nine other landscaping and environmental principles referred to as "Bay <br /> Friendly Basics" (BFB), which were developed by the Source Reduction and Recycling <br /> Board and the Alameda County Waste Management Authority, operating collectively as <br /> Stopwaste.org, and adopted by City Council in June of 2012. <br /> Significant revisions made to the 2015 MWELO include landscape size threshold <br /> applicability, annual reporting requirements to the Department of Water Resources, <br /> incentives for graywater usage, increased irrigation system efficiency, limitations on the <br /> proportion of high water use plants in the landscape, and the addition of a streamlined <br /> MWELO process for specific types of applicants. <br /> RECOMMENDATION <br /> Staff recommends that the City Council approve the resolution to adopt the 2015 Model <br /> Water Efficient Landscape Ordinance in conjunction with the previously Council-approved <br /> BFB landscape requirements (both will be collectively referred to as the City of <br /> Pleasanton Landscape Ordinance upon adoption). These 2015 MWELO modifications <br /> are as water efficient (and in some cases, more efficient) than the State's 2015 MWELO <br /> alone, and are therefore acceptable by Department of Water Resources (DWR) <br /> standards. <br /> FINANCIAL STATEMENT <br /> No direct financial impacts will result from adoption of the attached resolution. <br />
