Regarding entertainment, she wondered if taking the survey out to Stoneridge that has hundreds of thousands of square feet entitled to help spur them onto show them there is interest in people's need for more entertainment. Ms. Ott said they have a representative of the Stoneridge Shopping Center who sits on the EVC and they have shared this with her and the General Manager. Councilmember Narum said the Council modified the cell phone tower ordinance a few years ago and she wondered if this is working or if it needs to be revisited. She still has problems in certain parts of the City and she also hears this from people as well. Mr. Dolan said he does not know if the City has data to talk about how much better service people got as a result of the ordinance. He knows the City has an easier time approving them with is going to help but he was not sure the end result or value was in terms of cell service. Councilmember Narum asked if the City's ordinance is limiting improving coverage, and Mr. Dolan said yes. She suggested the Council talk at some point about adding this to the Work Plan as other items are completed, given it seems like an easy thing to address. Mr. Dolan said it is not necessarily related in commercial areas, but in neighborhoods, schools, parks and other areas. Councilmember Olson asked about the relationships with the carriers, and asked if it has improved since the ordinance was adopted. Mr. Dolan said it has definitely improved and said some changes made in the ordinance were a direct reflection of some of the proposals that were in the pipeline so problems were solved ahead of time. Vice-Mayor Brown said if a company decides they want to place a cell tower in a region, they would petition the City but if there are very few users, there is no business economy to put a tower out there. Mr. Dolan said the regulation has something to do with it, but there has to be demand and it must make sense for their business. They come in and talk about many locations and staff explains that they will not be able to approve it in certain locations. Generally, people would like to locate more towers. Ms. Ott added that something they will more proactively do this time is to take advantage of sharing some of the positive messages in the business survey and staff has developed a press release to go out, as well as a Twitter campaign to start generating a buzz about businesses to locate in Pleasanton. This should lead up to and culminate around Small Business Saturday at the end of November. Mayor Thome said Wi-Fi was originally put downtown, he asked what the intent was of that. Mr. Fialho responded that the intent was to serve the public and special events that might be hosted on Main Street. The intent was never to provide free Wi-Fi service to Downtown merchants. Mayor Thorne asked and confirmed that the system is down and there is a Council priority to fix the system, given the technology has surpassed what was installed 8 years ago and their IT Director is working on the deployment of that new system. Mayor Thorne noted there no speaker to address this item. MOTION: It was m/s by Pentin/Olson to accept Information Report on 2015 Business Survey Results. Vice-Mayor Brown commented that the results were pretty consistent in the last 3 years and often times the exception identified was because of the economic improvement or change beyond Pleasanton. She asked at what point the City could go out 5 versus 3 years out to conduct another survey.
