Vice-Mayor Brown voiced concern about the future drought conditions and noted this is why the Council <br /> is asking for a declaration for having water. Mr. Schroeder stated if he is penalized, he questioned <br /> everybody else who wants to build like Costco, Work Day, etc. He understands there is a risk they take <br /> which is a condition, but when there is no moratorium, they are willing to work with the City and would <br /> restrict themselves in that manner. <br /> Councilmember Narum asked if he reached out to Pastor Barris or other public and institutional users <br /> about the land, and Mr. Schroeder said they have not. <br /> Councilmember Pentin noted that Ponderosa had zoning and a plan and it would seem that the land <br /> would be very attractive to another congregation. Mr. Schroeder said they considered all options and <br /> ones which had less impacts and this is the reason for their current proposal to complement the <br /> existing neighborhood. <br /> Vice-Mayor Brown referred to the example of a "mega church" and said some are located in business <br /> parks because of its cost-effectiveness and lack of available land. She thinks Public and Institutional <br /> zoned land is highly coveted land and said in Ponderosa's newsletter it stated they looked at 8 options <br /> but that this option was selected by the leadership which stated, "If to a developer, there would be a <br /> higher value. If to another church, the value would be lower." She said it sounds like they are not really <br /> in the market to truly find another church. <br /> Mr. Schroeder said this is a community that values an integration of all of the different services and <br /> facilities and there would be significant opposition with the other proposals, so he thinks it makes sense <br /> to recognize that on this site there are limitations by what is not yet built when there is a surrounding <br /> neighborhood and they believe this plan is a better use of the land, given its compatibility and needs of <br /> the neighborhood. <br /> Vice-Mayor Brown asked and confirmed with Mr. Schroeder that Ponderosa purchased the land at a <br /> discounted price. <br /> Mayor Thome said the Council brought up earlier the separation between the houses and asked what <br /> current setbacks exist in the Ironwood neighborhood. Ms. Hardy said she believes the minimum is 5 <br /> feet in the Classics. Councilmember Olson noted it is 5 feet in the Village. She said the backyards are <br /> a little shorter and said there is a 10 foot minimum in Ironwood and this is about 8'8". She clarified with <br /> Vice-Mayor Brown that she did not recognize the 3 foot minimum referred to earlier. <br /> Ms. Hardy asked if the Council has a copy of the site plan for the master plan which was approved, <br /> stating she would like to point out what 80,000 square feet of campus is. Mr. Weinstein stated this is <br /> located in the staff report as Attachment A on page 4. <br /> Mr. Schroeder said the plan shows what is proposed to be built without any additional permitting <br /> process, intensity of uses, size and scope of those buildings and how they would be arranged on the <br /> site. He returned to Vice-Mayor Brown's reference of financing and to be clear, the church is seeking to <br /> do the right thing for this neighborhood. They have been a good partner and Ponderosa will walk away <br /> with less funds that they put into the project and it is not a "money making" endeavor. They invested in <br /> land, buildings, soft costs and what they are seeking is to make the best use of the remaining space <br /> while retaining the Public and Institutional use that has been built as a school. Lastly, they are trying to <br /> create a neighborhood to complement surrounding residents and for the corner at Valley and Busch. It <br /> will be a nice residential development and they believe the plan allows them to serve the community. <br /> He asked that the congregation simply raise their hands in light of his comments which represented <br /> majority support. <br /> Maurice Turner voiced opposition of the rezoning of the property and said Centerpointe is of importance <br /> to him.
