b. The City Council may approve a parade route outside <br /> the Central Business District if (in addition to <br /> the findings specified above) the Council finds: <br /> <br /> (1) The route and time will not unreasonably <br /> disrupt traffic. <br /> <br /> (2) The proposed route will not unreasonably <br /> limit access to any area of the City. <br /> <br /> c. Any permit request denied by the City Council <br /> shall be accompanied by findings of fact indicating <br /> which of the above findings could not be made and <br /> what facts lend to that decision. <br /> <br />4-2.1708 Expenses; Reimbursement~ Bond. <br /> No permit issued by the City Council shall become effec- <br /> tive until: <br /> <br /> a. Upon recommendation of the City Manager, the City <br /> Council approves an adjustment to the City Budget <br /> for all additional expenditures required by the <br /> parade; or <br /> <br /> b. The applicant agrees to reimburse the City for <br /> said expenses. <br /> <br /> The City Manager will require the applicant to post a <br /> bond approved by the City Attorney to insure reimburse- <br /> ment unless inappropriate. <br /> <br />4-2. 1709 Revocation of Permit. Any permit for a parade <br /> issued pursuant to this chapter may be revoked by the <br /> Director when by reason of disaster, public calamity, <br /> riot or other emergency, the Director determines that <br /> the safety of the public requires such revocation. <br /> Whenever possible, notice of such action shall be <br /> delivered in writing to the permittee by personal <br /> service or by certified mail. The Director may revoke <br /> the permit for failure to abide by the conditions of the <br /> issued permit. <br /> <br />4-2.1710 Vending, Special Vending Permit. No roving or <br /> walking food vending shall be permitted in the public <br /> right-of-way along the parade route unless approved <br /> in the Parade Permit or subject to a special vending <br /> permit approved by the Director. The Director shall <br /> issue a special vending permit if he finds: <br /> <br /> a. The size of the parade and the projected audience <br /> is such that moving vendors would not endanger <br /> the audience, parade participants or themselves. <br /> <br /> b. The applicant has applied at least three (3) days <br /> prior to the event and paid the fee designated in <br /> the Resolution Establishing Fees and Charges for <br /> Various Municipal Services. <br /> <br /> c. The granting of the permit to the applicant will <br /> not endanger the public health of residents and <br /> visitors of the City of Pleasanton. <br /> <br /> d. The proposed vending is consistent with the ap- <br /> proved parade permit. <br /> <br /> -3- <br /> <br /> <br />
