CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> ORDINANCE N0. 771 <br /> <br /> AN ORDINANCE ADDING ARTICLE 17, CHAPTER 2 (SPECIAL <br /> PERMITS), TITLE IV (HEALTH, SAFETY, MORAL AND <br /> GENERAL WELFARE) OF THE ORDINANCE CODE OF THE CITY <br /> OF PLEASANTON RELATING TO PARADES AND OFFICIAL <br /> PARADE ROUTES. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />ORDAIN AS FOLLOWS: <br /> <br />Section 1. Article 17 (Parades) is added to Chapter 2, of <br /> <br />Title IV of the Ordinance Code of the City of Pleasanton to read <br />as follows: <br /> <br /> § 4-2.1701 Intent. The provisions of this chapter are <br /> intended to create a procedure by which the City <br /> may regulate the time, place and size of parades, <br /> motorcades, marches and processions. Regulation <br /> of these events is necessary to protect the health, <br /> welfare and safety of the community and to limit <br /> the inconvenience and danger to residents and <br /> shopkeepers resulting from the suspension of <br /> normal traffic regulations and to prevent potential <br /> isolation of districts of the City due to certain <br /> parade routes. <br /> <br /> 9 4-2. 1702 Definitions: <br /> <br /> a. "Parade." For the purpose of this chapter, <br /> parade shall mean any march, procession, moto- <br /> cade or combination of the above on the streets <br /> or sidewalks which does not comply with normal <br /> or usual traffic regulations. However, funeral <br /> processions are exempted from these regulations. <br /> <br /> b. "Official Parade Routes." The official parade <br /> routes means those routes adopted by the City <br /> Council by resolution. Staging and disbanding <br /> areas shall be established for each of several <br /> routes. <br /> <br /> c. "Director." Director shall mean the Director <br /> of Public Safety or his designated representative. <br /> <br /> d. "Central Business District." For the purpose of <br /> this article, the Central Business District shall <br /> include the area bounded by Arroyo Del Valle on <br /> the north, Bernal Extension on the south, First <br /> Street on the east and Western Pacific Railroad <br /> right-of-way on the west. <br /> <br /> § 4-2.1703 Permit Required. No parade shall take place <br /> unless and until a parade permit has been issued by <br /> the City Council. No person shall knowingly sponsor, <br /> participate or cause others to participate in a <br /> parade for which no permit has been issued. No person <br /> shall participate or cause others to participate in <br /> any manner inconsistent with an issued permit. <br /> <br /> <br />
