The downtown business improvement district was created in 1984 by the
Pleasanton City Council under the provisions of California Business Improvement District/Area law.
The current assessment formula is based on the annual business license payment: businesses located
curbside, downstairs on Main Street are assessed at a rate of two times their business license;
businesses with a Main Street address located upstairs, or not curbside, are assessed at a rate of one
and a half times their business license; all other businesses (those located off Main Street) pay an
amount equal to their business license. The minimum assessment is $50 and the maximum is $350. Non-
profit businesses do not pay an assessment to the PDA.
The PDA Board of Directors and Advisory Board still feel the current formula is the most equitable
without putting undue burden upon the member while assuring that each business contributes to the
well-being of the downtown. However, the PDA Board of Directors and Advisory Board are
recommending two changes for 2016:
1. Clarification of the BID boundaries map to remove residentially zoned properties along Ray
Street and include commercially zoned properties along Old Bernal Avenue to reflect the intent
and purpose of the PDA; and
2. Elimination of the new business exemption given the significant and direct support and
promotion provided by the PDA during a new business's first year of operation in the downtown
district.
The district includes approximately 585 members. Those members elect and are represented by a 13-
member Board of Directors, where no more than three directors may represent any one segment of the
membership, but the board must include two property owners and two retailers.
In accordance with the City/PDA agreement, the PDA has created an organizational structure that is
modeled on the guidelines recommended by the National and California Main Street Programs. The four
areas of focus are:
Organization: The Organization Committee, known at the PDA as the Executive Committee, is
made up of the five officers of the Board of Directors—President, President-Elect, Past President,
Secretary and Treasurer. While the Board of Directors takes a broad approach, the Organization
1
