THE CITY OF 14 <br /> CITY COUNCIL AGENDA REPORT <br /> PL E ASANTONe <br /> November 3, 2015 <br /> Economic Development <br /> TITLE: ADOPT RESOLUTION ACCEPTING AND APPROVING 2015 ANNUAL <br /> REPORT AND 2016 BUDGET OF THE PLEASANTON DOWNTOWN <br /> BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD AND <br /> INTENT TO LEVY ASSESSMENT FOR 2016, AND CONSIDER <br /> ORDINANCE TO AMEND PLEASANTON MUNICIPAL CODE CHAPTER <br /> 5.28 TO CLARIFY BID BOUNDARIES AND ELIMINATE NEW BUSINESS <br /> EXEMPTION <br /> SUMMARY <br /> The Pleasanton Downtown Association (PDA) Advisory Board's 2015 annual report and <br /> 2016 budget are presented to the City as part of the annual review of the downtown <br /> Business Improvement District (BID) and intention to levy an assessment. For 2016, the <br /> Advisory Board is recommending the BID boundaries map shown in the Pleasanton <br /> Municipal Code be updated to remove residentially zoned properties on Ray Street and <br /> Walnut Drive from the BID and to include commercially zoned properties along Old Bernal <br /> Avenue. The Advisory Board is recommending no change in the formula used to levy the <br /> assessment for 2016 but that the new business exemption be eliminated. Staff supports <br /> both recommendations. These two updates are presented as an ordinance for the <br /> Council's consideration at this meeting. A public hearing will be held at the December 1, <br /> 2015 City Council meeting for formal adoption of the 2016 BID budget and assessment <br /> levy. <br /> RECOMMENDATION <br /> Adopt a resolution accepting the 2015 annual report and 2016 budget presented by the <br /> PDA Advisory Board and setting the public hearing date for December 1, 2015 to levy the <br /> annual assessment, and consider an ordinance amending Pleasanton Municipal Code <br /> Chapter 5.28 to clarify the BID boundaries and eliminate the new business exemption. <br /> FINANCIAL STATEMENT <br /> The agreement between the City and PDA obligates the City to match the annual <br /> assessments paid by businesses in the BID. In 2015, the City match from the General <br /> Fund was approximately $66,000. Staff anticipates the 2016 match (if approved) will <br /> again be approximately$66,000. In addition to the City's direct participation, the City also <br /> contributes to the PDA by funding staff time to administer the PDA assessments and <br /> agreement, assistance and staff time for special events, as well as the cost to maintain <br /> downtown planters, clean sidewalks, coordinate garbage pickup and other infrastructure <br /> and logistical efforts. <br />
