THE CITY OF 7 <br /> "' CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> November 3, 2015 <br /> Operations Services <br /> TITLE: AUTHORIZE CITY MANAGER TO EXECUTE THE BAY AREA <br /> BIOSOLIDS TO ENERGY COALITION JOINT EXERCISE OF POWERS <br /> AGREEMENT ADDENDUM <br /> SUMMARY <br /> Dublin San Ramon Services District (DSRSD) is a member of the Bay Area Biosolids to <br /> Energy Coalition. The 20 Coalition members are seeking State and Federal grants to <br /> construct a regional biosolids to energy facility. The City is currently only an indirect <br /> participant in the Coalition through its association with DSRSD. The Coalition has <br /> requested that the City of Pleasanton become an official member of the Coalition as it <br /> would enhance the Coalition's prospects of obtaining State and Federal grants by <br /> demonstrating increased regional participation in the project. The goal of the project is <br /> to produce renewable energy from biosolids while reducing the greenhouse gas <br /> production and carbon footprint of current biosolids disposal processes. <br /> RECOMMENDATION <br /> Authorize the City Manager to execute the Bay Area Biosolids to Energy Coalition Joint <br /> Exercise of Powers Agreement Addendum. This action will make the City a participant <br /> in the Coalition and a signatory to the Amended and Restated Bay Area Biosolids to <br /> Energy Coalition Joint Exercise of Powers Agreement. <br /> FINANCIAL STATEMENT <br /> No financial implications are incurred by the City as a result of this action. Dublin San <br /> Ramon Services District has already paid required participation fees through a Regional <br /> Wastewater Treatment CIP Project previously accepted by the City. Potential future <br /> participation by the Dublin San Ramon Services District in the actual construction of a <br /> facility will be subject to City review of proposed CIP projects as required by the <br /> Regional Agreement. <br />
