PROJECT ISSUES <br /> Road Access <br /> Mr. Dolan stated that this is the biggest issue related to the project and has been the <br /> subject of the most controversy. He indicated that the developer proposed access only <br /> through Lund Ranch Road, and a lot of the discussion related to whether or not that <br /> would be the only access. He noted, however, that the Environmental Impact Report <br /> (EIR) did analyze a total of eight alternatives, which was narrowed down at the Work <br /> Session to three alternatives, which seem to be scenarios which frame the range of <br /> realistic possibilities for access: <br /> Scenario 1. This is the proposed project. The EIR identified that the trip generation from <br /> the project would be 550 trips. In this scenario, all the trips would all go out Lund Ranch <br /> Road and split out to Independence Road. All of the project traffic would go on Ventana <br /> Hills. <br /> Scenario 3. This scenario has a double connection, and the 550 trips would be split <br /> between Lund Ranch Road and Sunset Creek Lane. The numbers are estimates based <br /> on staff's observation from other people in the area and which way they head from this <br /> area when going to work or other places. The choices made by the people who move in <br /> obviously might be different from these assumptions. <br /> Scenario 6. This basically identified the Bonde Ranch agreement which was created as <br /> a part of the Bonde Ranch approval process. It basically promised the Ventana Hills <br /> neighborhood that there would be no connection to Lund Ranch Road, and everything <br /> on the Lund Ranch II property would ultimately be connected to either Sunset Creek <br /> Lane or Sycamore Creek Way. In addition, the traffic from Middleton Place, which <br /> currently goes out through Ventana Hills, would be re-routed on roads that have already <br /> been constructed but connect to project roads in Lund Ranch II; and that would be sent <br /> out the other way as well. So all 550 trips, plus 140 trips from Middleton Place, would <br /> end up on Sunset Creek Lane, and then they would have some choices off of Sunset <br /> Creek Lane or down to Sycamore Creek Way. <br /> Mr. Dolan indicated that when the staff recommendation is discussed later in the <br /> presentation, Mike Tassano, City Traffic Engineer, may present a few more of these <br /> types of trip distribution and trip generation slides related to staffs actual <br /> recommendation. <br /> Measure PP <br /> Mr. Dolan stated that the City Council and previous Planning Commissions have been <br /> struggling with the interpretation of Measure PP, and the last official action that the <br /> Council took was its decision not to adopt an implementing ordinance and to use the <br /> language in Measure PP as it is written and interpret it on a case-by-case basis as <br /> projects came forward.
