THE CITY OF 14 <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON. <br /> October 20, 2015 <br /> Operation Services <br /> TITLE: DROUGHT UPDATE: CALIFORNIA EMERGENCY DECLARATION AND <br /> STAGE 3 MANDATORY REDUCTIONS <br /> SUMMARY <br /> As the California drought enters its fourth year, this report provides: information about <br /> on-going water conservation; the need for continuation of the local emergency and <br /> Stage 3 mandatory water restrictions in light of the State mandate by Governor Brown <br /> on April 1, 2015. The State Water Resources Control Board voted 5-0 on the final rules <br /> for reductions on May 5, 2015, which requires the City of Pleasanton to reduce water <br /> consumption by 24% over the 2013 water consumption. <br /> RECOMMENDATION <br /> Staff recommends that the City Council: <br /> (a) continue the local emergency drought declaration; <br /> (b) maintain the Stage 3 mandatory reduction of 25%; <br /> FINANCIAL STATEMENT <br /> While excess use penalties will result in some increased revenues to the recycled water <br /> enterprise fund, additional Operation Services Department staff must continue to <br /> provide assistance with water conservation telephone calls and email contacts, house <br /> and business visits for irrigation programming and leak detection assistance, excess <br /> use penalty appeal resolution, and water waste enforcement. <br />
