(EPS) TO CONDUCT A COMPREHENSIVE DEVELOPMENT IMPACT <br /> FEE STUDY <br /> SUMMARY <br /> Since the 1980s, the City established several development impact fees to mitigate the <br /> impact of new housing and commercial developments on the City's facilities, <br /> infrastructure, and available affordable housing. These fees were last restructured in <br /> 1998, and include the Public Facilities Fee, Traffic Development Fee, Park Dedication <br /> Fee, Water and Sewer Connection Fees, and Affordable Housing Fee. These fees were <br /> calculated based on assumptions of: (1) anticipated development at that time, (2) the <br /> impact that development would have on the City's facilities and infrastructure, and (3) <br /> specific projects and project costs required to mitigate those impacts. To update these <br /> development impact fees based on the most current General Plan, in July 2015 the City <br /> issued a request for proposal (RFP) for development impact fee consulting services. The <br /> City received proposals from two firms, EPS and Willdan. Based on their proposals and <br /> pricing, staff has determined that EPS is the most qualified firm at the lowest price to <br /> complete the City's development impact fee study. <br /> RECOMMENDATION <br /> Staff recommends that the City Council authorize the City Manager to enter into a contract <br /> with EPS in an amount not to exceed $135,070 that is in a form approved by the City <br /> Manager and City Attorney. <br /> FINANCIAL STATEMENT <br /> The$135,070 will be covered through the FY 2015/16 General Fund Contingency budget. <br />
