BACKGROUND <br /> On February 17, 2009, the City Council approved PUD-74, an application by Ponderosa <br /> Homes to construct 110 single-family detached tract homes for residents aged fifty-five <br /> years and older. The approved development is located at the former 1 Reimers Drive, <br /> which is east of the Ironwood Development, west of the Legacy property, and south of <br /> the Zone 7 access road to the Chain of Lakes. The site is 23 acres and is shown on the <br /> attached vicinity map. <br /> On April 15, 2009, the Planning Commission approved Vesting Tentative Map 8004 to <br /> subdivide the 23-acre site into the approved 110 lots. <br /> The developer elected to develop the project in four phases. Phase 1 (Tract 8004) <br /> constructed three lots for model homes, Phase 2 (Tract 8023) constructed forty single <br /> family homes, Phase 3 (Tract 8064) constructed thirty-two single family homes, and <br /> Phase 4 (Tract 8103) included the final thirty-five single family homes. <br /> Phases 1 through 3 have all been accepted as complete by the City Council. Phase 4 is <br /> now complete and the City Engineer recommends that the final phase be accepted as <br /> complete. <br /> DISCUSSION <br /> Improvements <br /> Tract 8103 has constructed all private streets including extensions of Chatham Place and <br /> Newport Street, and construction of Chatham Court and Denton Court. <br /> All the streets, street lights, and storm drain systems within the development are private <br /> and will be maintained by the Home Owners Association (HOA). <br /> Upon acceptance of the public improvements for this project, the sanitary sewer main and <br /> the water main systems within the development will be maintained and operated by the <br /> City. <br /> Retaining Walls/ Sound Walls <br /> The CC&Rs provide that the HOA maintains the retaining walls and sound walls, which <br /> were constructed along the project perimeter, and the property owners maintain the <br /> interior surface of the sound walls that are located on their respective properties. <br /> Trail Connection <br /> An eight-foot wide unpaved trail has been constructed on Zone 7 property per the license <br /> agreement between the City and Zone 7. The developer, Ponderosa Homes, is providing <br /> temporary irrigation for trees and shrubs per the approved plans until the plants are <br /> established. <br /> Staff has reviewed the conditions of approval of the Vesting Tentative Map and finds that <br /> all public improvements and conditions related to the 110 lots have been satisfied. <br /> Page 2 of 3 <br />
