BACKGROUND <br /> The proposed annexation consists of the following three parcels totaling about 11.82 <br /> acres: (1) the approximately 7.21-acre site owned by Janet Linfoot at 6300 Alisal Street <br /> (identified as Lot 89 in the HVSP); (2) the approximately 2.67-acre site owned by Daniel <br /> and Cindy Marks at 6352 Alisal Street (identified as Lot 92 in the HVSP); and (3) the <br /> approximately 1.94-acre site owned by Steve and Darlene Mix at 6360 Alisal Street <br /> (identified as Lot 91 in the HVSP). Janet Linfoot is initiating the subject annexation <br /> request in order to subdivide her property at a future time. The Marks and Mix properties <br /> each have preannexation agreements in which the owners have agreed to support <br /> annexation in exchange for earlier connections to the City's water and sewer systems. <br /> This annexation is contiguous to the City's boundary, as City limits are currently to the <br /> east and south of the subject properties (please see Figure 1). The properties are also <br /> within the City's Sphere of Influence (shown on Attachment 1) and have a General Plan <br /> land use designation of Low Density Residential and Open Space — Public Health and <br /> Safety. As indicated in Figure 1, only a portion of the Linfoot property has a General <br /> Plan land use designation of Open Space — Public Health and Safety, and the boundary <br /> of this designation coincides with the Urban Growth Boundary (i.e., the portion of the <br /> Linfoot property that is outside the Urban Growth Boundary has a General Plan land use <br /> designation of Open Space — Public Health and Safety). The General Plan states that <br /> land within a Public Health and Safety land use designation is set aside for the protection <br /> of the public health and safety due to geologic, topographic, fire, or other hazards. No <br /> development is allowed in these areas other than one single-family home on each <br /> existing lot of record as of September 16, 1986 which meets City requirements for <br /> access, public safety, building site, and architectural design. Therefore, if the Linfoot <br /> property were to be annexed and subdivided in the future, the area with a General Plan <br /> land use designation of Open Space — Public Health and Safety (which is outside the <br /> Urban Growth Boundary) would be prohibited from being developed. <br /> Please refer to following page for Figure 1 <br /> Page 2 of 6 <br />
