Planning Commission, October 14, 2015 Commissioners Present: Nancy Allen, Jack Balch, Greg O'Connor, David Nagler, Gina Piper, and Herb Ritter Commissioner Absent: None P15-0384. City of Pleasanton (1) Consider an amendment to the Pleasanton Municipal Code to expand design review authority to include the first floor of historic homes in residential zoning districts within the Downtown Specific Plan Area; and (2) review the Historic Resource Survey of the residential structures Downtown that were built before 1942. Commissioners O'Connor and Piper recused themselves due to a conflict of interest. Action recommended: Recommended acceptance of the Historic Resource Survey and approval of the Pleasanton Municipal Code amendment Action taken: Recommended acceptance of the Historic Resource Survey and approval of the Pleasanton Municipal Code amendment relating to historic resources. The Commission also recommended that the City Council discuss the merits of pursuing a separate Municipal Code amendment to expand design review authority to the exterior of non-historic single-family homes in residential zoning districts in the Downtown Specific Plan Area. Vote: 4-0-2 P15-0432, Gerard Sobrero, Appellant; Denise Alioto, Applicant Appeal of the Zoning Administrator's approval of a Conditional Use Permit to operate a Large Family Daycare for a maximum of 12 children at the existing residence located at 3763 Muirwood Drive. Zoning for the property is R-1-6,500 (One-Family Residential) District. Action recommended: Deny the appeal and uphold the Zoning Administrator's approval Action taken: Denied the appeal and upheld the Zoning Administrator's approval, per staff recommendation, with a modification to the Conditions of Approval to require the applicant to park in the garage.
