Councilmember Narum asked how Mr. Below might follow up on some of these results.
•
Mr. Below explained that water supply is a concern in every community and suggested that some of the
perception might be improved with additional communication. Traffic congestion concerns in
Pleasanton seem to be more focused on freeways that city streets and unfortunately the city's ability to
address that is fairly limited. Growth and development, while not a relatively huge concern, could
benefit from some additional information regarding what the actual concern is.
Mr. Fialho identified the following as standout issues from staff's perspective:
• Long-range planning
• Preservation of open space, although staff suspects this is largely related to perceptions about
growth
• Repair and maintenance of local streets and roads. Given the city's rather robust maintenance
program that exceeds industry standards, this is surprising and warrants further exploration.
• The perception that school resource officers are not important in our local schools. This
deserves further discussion with both the school district and police department.
Councilmember Narum noted that the D.A.R.E. program was downgraded in importance along with
school resource officers and wondered if perhaps those people who don't have children of the age
these programs are focused at don't understand their value or importance.
Mayor Thorne suggested that the growth and development issue could be related to the city being
forced to approve a considerable amount of housing after a long period of almost no development.
Councilmember Narum thought it could also relate to the now halted east side planning effort.
Mayor Thorne thought that could also affect perceptions regarding open space.
Vice Mayor Brown asked if respondents were asked to identify exactly which city department they had
interacted with and what their satisfaction levels were. She thought it would be beneficial to know
precisely which departments are standing out in a positive way.
Mayor Thorne opened and closed the public hearing.
Mr. Fialho stated that the positive results of the survey are a real reflection of the individual and
collective contributions of the city's employees, for which he thanked them.
MOTION: It was m/s by Narum/Pentin to accept the Community Survey Result, with acknowledgement
of staff's contributions. Motion passed by the following vote:
AYES: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thome
NOES: None
ABSENT: None
18. MATTERS INITIATED BY COUNCIL
19. COUNCIL REPORTS
Vice Mayor Brown reported that she and Councilmember Narum attended a recent water retailers
meeting, at which they voiced their clear and strong expectations that some movement would start to
occur. The first step is the preparation and execution of a community survey similar to that reviewed in
the previous item. The next meeting is scheduled for October 8, 2015.
City Council Minutes Page 13 of 14 August 18, 2015
