use the type of aggressive tactics promoted at Urban Shield. A report commissioned by the Department <br /> of Justice also found that the tactics used against demonstrators last August were deeply flawed and <br /> suppressed constitutional rights. The United Nations Secretary General has also spoken out against <br /> the militarization of police, calling on US authorities to ensure that the rights to peaceful assembly and <br /> freedom of expression are protection, and in the first time in history Amnesty International dispatched a <br /> special delegation to observe and report on the events in Ferguson. Last year Mayor Jean Quan <br /> decided to permanently ban the Urban Shield trade show from the city of Oakland. She stated that at <br /> this critical juncture those at the local level must strongly condemn and speak out against the event <br /> being held in their own backyard. She encouraged concerned residents to attend the teach-in on <br /> September 3, 2015 at Mt. Diablo Unitarian Universalists Church at 6 p.m. or the Town Hall meeting <br /> being held September 4`h at 6:30 p.m. at 401 26th Street in Oakland. <br /> MATTERS INITIATED BY COUNCIL <br /> Vice Mayor Brown requested Council support to direct staff to work with the Pleasanton Downtown <br /> Association (PDA) to evaluate a potential ban on smoking in the downtown as well multi-family <br /> residential units including condominiums. At an earlier meeting with Bruce Fiedler, he reported that the <br /> smoking ban at Pleasanton Senior Housing has resulted in a reduction in insurance rates. She added <br /> that she would like to see the ban expanded to include e-cigarettes and hookahs. <br /> Mayor Thome as well as Councilmembers Narum and Pentin indicated their support. <br /> Mr. Fialho explained that per the Council's previous action staff has been working with the PDA to <br /> review and consider such a recommendation and is currently exploring a number of options ranging <br /> from a complete ban to a ban only during special events. He also explained that evaluating this in the <br /> context of both existing and yet to be constructed residential units, some of which will involve individual <br /> property owners, would be a bit of a process. He asked and the Council confirmed that they referred <br /> only to rental units, not those that are owner occupied. <br /> Vice Mayor Brown asked if the recent ban in public parks extended to alternatives like e-cigarettes, <br /> cigars and hookahs. <br /> Mr. Fialho confirmed and explained that e-cigarettes are actually regulated citywide. <br /> • <br /> 15. COUNCIL REPORTS: None <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 7:39 p.m. The Council extended a <br /> tribute to our nation's men and women serving in the military.
