I want to let you know that I (along with the rest of the City Council)value your input and opinions, and I understand your concerns. What is coming before the City Council on October 6, 2015 is the latest chapter in well over a decade of deliberation about this very visible property. Back in 2001, a relatively large church and K-8 school were approved on the 6 acre site. However,over the years the church and school uses did not materialize at the size for which they were approved and they were not able to successfully build out their master plan. At this time, Ponderosa Homes and Centerpointe Church are asking the City Council to consider different uses, including housing on the property. Upon receipt of the application, City staff carefully analyzed the proposed project and completed the required environmental analysis while the applicants concurrently worked with neighboring property owners and other members of the community to explain the project. Earlier this year,the Planning Commission reviewed staff's recommendation and has made their own suggestions and recommendation to the City Council to improve the proposal, including: reducing the project from 27 to 25 units, incorporating additional open space, creating more parking supply for the neighboring senior housing project, and others.As many of you know,the latest version of the project will be presented to the City Council on October 6th.The staff report is attached for your review. You should also know that according to our Growth Management Ordinance we have planned for a total allocation of 235 new residential units every calendar year for an 8 year period which will bring us into compliance with State Regional Housing Needs Assessments(RHNA).To date, the City has issued 8 units for the current year. Further,the City Council has been carefully scrutinizing residential projects for their impact on traffic, schools, and water demand—this will continue as we strive to balance the needs and existing character of the community.
