Because <br /> they "weren't able to build out their master plan" is not rational for reneging on that agreement. If the <br /> original agreement made Ponderosa whole from a profit standpoint, adding new houses now is just a <br /> windfall for them. <br /> • You failed to mention that Ponderosa built houses on the school site several years ago under a similar <br /> situation as this. <br /> • Your statement about growth management seems to insinuate that we need to build 235 houses per year <br /> for 8 years to stay in compliance with RHNA.
