Staff is aware that a petition is being circulated by senior citizens in the community
protesting the proposed decrease in the senior discount. As of the writing of this staff
report, staff has not received any signed petition. The senior citizens are asking the
Council to leave the discount at its current level of 20% rather than reducing it to 15 %.
The Council can decide during consideration of this item on October 6, 2015 to leave
the discount at 20 %. Proposition 218 does not allow discounts to be funded by rate
payers. Instead, the City funds the senior and low income discounts from the General
Fund of the City. In order for the discount to remain at 20% the recommended annual
General Fund subsidy will increase from approximately $310,000 to $370,000 for both
water and sewer.
How Do the Rate Increases Impact Our Customers?
The proposed rate increase impacts each customer differently based on the customer's
bi- monthly water consumption. The following tables present the impact of the proposed
water rate increases on the residential, business, multifamily and irrigation customer
based on a low, moderate and high consumption for a two month period for each
customer class.
Single
l
Residential
Monthly)
Impacts
Present
Water Rates & Charges Rates
Proposed
Rates
Low Use (20 CCF)
Meter Charge $17.62 $17.62
Water Charge 42.00 48.00
Total 559.62 $65.62
Bi- Monthly Increase $600
Monthly Increase $3.00
Moderate Use (40 CCF)
Meter Charge $17.62 $17.62
Water Charge 89.16 103.16
Total $106.78 $120.78
Bi- monthly Increase $14.00
Monthly Increase $7.00
High Use (60 CCF)
Meter Charge $17.62 $17.62
Water Charge 142.81 162.81
Total 5160.43 $180.43
Bi- monthly Increase $20.00
Monthly Increase $10.00
*Assumes a 5/8" meter*
