In addition to the required notices, <br />the City as part of its standard operating procedures published an additional notice of <br />the public hearing regarding the rate changes ten days in advance of the public hearing <br />on October 6, 2015. Finally, staff held several workshops for the public to receive more <br />information regarding the proposed rate increases and met with the Economic Vitality <br />Committee of the City and Economic Development and the Government Relations <br />Committee (EDGR Committee) of the Chamber of Commerce to discuss the impacts on <br />the business community. <br />As indicated earlier in this report, staff received opposition from the senior citizens in the <br />community regarding the decrease in the senior discount from 20% to 15 %. Staff also <br />received opposition from residents in the Ruby Hill area for the increase in their local <br />sewer rates from $4.32 to the local sewer rates equal to those of similar customers in <br />Pleasanton. As of September 29, 2015, staff has received ninety -eight (98) protests <br />from water and sewer customers. The consistent response from the business <br />community was that they appreciated that the rates being proposed are fair and <br />equitable amongst customer classifications and that they encourage a fiscally sound <br />water and sewer utility by funding repair and replacement of the system and the <br />implementation of recycled water. <br />Page 17 of 18 <br />
