20 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> October 6, 2015 <br /> • <br /> Community Development Department <br /> TITLE: CONSIDER A GENERAL PLAN AMENDMENT, REZONING, <br /> PLANNED UNIT DEVELOPMENT (PUD) DEVELOPMENT PLAN, <br /> MODIFICATIONS TO AN APPROVED SITE PLAN, CONDITIONAL <br /> USE PERMIT, GROWTH MANAGEMENT AGREEMENT, <br /> AFFORDABLE HOUSING AGREEMENT, AND NEGATIVE <br /> DECLARATION AT AN APPROXIMATELY 6.22-ACRE SITE <br /> LOCATED AT 3410-3450 CORNERSTONE COURT, ALLOWING FOR <br /> THE DEVELOPMENT OF 25 RESIDENTIAL UNITS, OPERATION OF <br /> A PRIVATE SCHOOL, AND OTHER SITE CHANGES <br /> APPLICANT: PONDEROSA HOMES II, INC. <br /> SUMMARY <br /> The applications would eliminate the existing church use on the project site and retain <br /> the existing school facility, but with a modified operation and site plan, and allow the <br /> construction of 25 single-family homes and related on-site improvements, including a <br /> common open space, on the remainder of the site. Related land use entitlements <br /> include an Affordable Housing Agreement and a Growth Management Agreement. <br /> HOUSING COMMISSION RECOMMENDATION <br /> On August 20, 2015, the Housing Commission recommended approval of an Affordable <br /> Housing Agreement, as described in Attachment 5. <br /> PLANNING COMMISSION RECOMMENDATION <br /> On August 12, 2015, the Planning Commission, with three votes in favor and two <br /> members abstaining, made the applicable findings and recommended approval of the <br /> applications, with design modifications, subject to the conditions of approval in <br /> Attachment 1 and Attachment 4. <br /> RECOMMENDATION <br /> 1. Find that the project would not have a significant effect on the environment and <br /> adopt a resolution adopting the attached Negative Declaration (Attachment 10); <br /> 2. Find that the General Plan Land Use Amendment is consistent with the Goals and <br /> Policies of the General Plan and adopt a resolution approving a General Plan <br /> amendment (P15-0250) to change the land use designation of an approximately <br /> 4.23-acre portion of the 6.22-acre site from "Community Facilities — Other Public and <br /> Institutional" to "Medium Density Residential"; <br />
