BACKGROUND <br /> "Project Paint Box" is a utility box beautification program that celebrates local artwork <br /> and encourages regional artists to share their creativity throughout the City of <br /> Pleasanton. Vibrant artwork helps deter unsightly graffiti and creates pleasant spaces <br /> for residents and visitors. At the May 5, 2014 Civic Arts Commission Workshop, the <br /> Commission discussed this project and in July, a 'Call for Artists" was placed in local, <br /> regional and national artists' forums, and in the local press. Additionally, several local <br /> artists were personally notified. <br /> In that first round of this program, the City Council approved three (3) designs which <br /> have all been applied to local utility boxes. The locations of those three (3) utility boxes <br /> are at: 1) Neal Street and First Street; 2) Main Street and St. John Street; and 3) First <br /> Street and Ray Street. <br /> Round two of "Project Paint Box" was initiated in March 2015. A total of fifteen (15) <br /> designs were submitted to the City. On April 10, 2015, all fifteen (15) designs were <br /> reviewed by the Public Art Selection Sub-Committee (PASS) and they forwarded eight <br /> (8) of the designs to the Civic Arts Commission for their review and consideration. <br /> At its May 4, 2015 meeting, the Civic Arts Commission reviewed the eight (8) designs <br /> and approved seven (7) designs for placement on utility boxes. The artist of the eighth <br /> design was unable to attend that meeting, so the Civic Arts Commission agreed to <br /> review their design at a later meeting date. <br /> On June 2, 2015, the City Council approved seven (7) of the proposed designs. Seven <br /> (7) of the eight (8) designs from round two have been completed or are in the process of <br /> being completed. On August 31, 2015, the Civic Arts Commission reviewed the <br /> remaining eighth (8th) proposed design from round 2 and approved it for placement on a <br /> utility box. <br /> DISCUSSION <br /> The final eighth (8th) design from round two has been approved by the Civic Arts <br /> Commission for recommendation to the City Council. The following design is being <br /> recommended for approval and installation: <br /> 1. "Albert `Shrimp' Burns" — artist Tony Bailey <br /> a. Artist Description: This is a tribute to the tenacious Motorcycle Hall of <br /> Famer who has East Bay roots and — most notably — won three racing <br /> events in Pleasanton 100 years ago (July 5, 1915), including a 100-mile <br /> race. He was a fierce competitor and a crowd favorite and one of, if not <br /> the most popular rider of his day. (Refer to attachment 2 for more details.) <br /> b. Comments from the PASS committee: overwhelmingly loved the design. <br /> c. The PASS committee is recommending placement of this design on the <br /> utility box located at Stanley Blvd and California Ave. <br /> d. Please Note: Staff, with the assistance of the Museum on Main, has been <br /> able to verify that Albert Burns is indeed in the Motorcycle Hall of Fame, <br /> Page 2 of 3 <br />
