8. Accepted public improvements performed by Rosas Brothers Construction for the Bicycle and <br /> Pedestrian related improvements-Bernal Avenue (Foothill Road to W. Lagoon Road) sidewalk <br /> improvements project, CIP No. 145043; authorized the City Clerk to file a notice of completion, the <br /> payment of retention in the amount of $8,038.90, the transfer of project unspent balance of $150 <br /> to Measure B Bike and Pedestrian fund balance; and ratified the City Manager's approval to <br /> increase the construction contingency from $13,600 to $25,100 to address an error in plan <br /> quantities <br /> 9. Accepted onsite and offsite public improvements for Phases 1 and 2 of the approved PUD-87-19- <br /> 03M and Vesting Tentative Parcel Map 10010 for the Yee Property at 4100 Foothill Road and <br /> authorized the City Clerk to file a notice of completion <br /> 10. Reviewed proposals, awarded and authorized the City Manager to execute an as needed <br /> pavement striping and signage services contracted to Womack Striping Inc. in the amount of <br /> $100,000. <br /> Community Services <br /> 11. Second reading and adoption of Ordinance No. 2125 to amend Chapters 9.24 and 13.08 of the <br /> Municipal Code banning smoking in parks and on trails within the city, except the golf course, as <br /> proposed by the Youth Commission <br /> Finance <br /> 12. Accepted the monthly disbursements and investment report for June 2015 <br /> Fire <br /> 13. Waived full reading and adopted Resolution No. 15-781 requesting that the California Office of <br /> Emergency Services authorize portal to portal reimbursement to the Livermore Pleasanton Fire <br /> for emergency incident deployment <br /> MOTION: It was m/s by Narum/Pentin to approve the Consent Calendar, with amendments to the <br /> meeting minutes of July 21, 2015. Motion passed by the following vote: <br /> AYES: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thome <br /> NOES: None <br /> ABSENT: None <br /> MEETING OPEN TO THE PUBLIC <br /> 14. Public Comment <br /> Marsha McInnis, President of National Alliance on Mental Illness (NAMI) Tri-Valley, reported that <br /> Alameda County has the highest 5150 rate in the state. She explained that a 5150 is a non-criminal <br /> involuntary psychiatric hold that can extend for up to 72 hours. As of this month Pleasanton has a total <br /> of 269 5150 calls for the year, well on pace to exceed 2014's total of 395. She thanked Police Chief <br /> Spiller for sending officers to Crisis Intervention Team (ClT) training. CIT is a police-based first <br /> responder program that has become nationally known as the Memphis Model of pre-arrest jail diversion <br /> for those in a mental illness crisis. NAMI Tri-Valley is often the first point of contact for families when <br /> relatives experience a mental health crisis. The organization provides fundamental resources related to <br /> housing, transportation and medication and also partners with other agencies throughout the valley to <br /> improve the quality of life for those affected by mental illness.
