34. In accordance with measure HZ-2.1, the project developer shall develop an <br /> emergency response plan prior to construction that will include response <br /> measures in the event that there is disturbance of any underground utilities. <br /> The plan will be subject to review and approval by the Building and Safety <br /> Division and/or City Engineer. <br /> 35. In accordance with measure HY-1.1, and in accordance with the applicable <br /> provisions of the Municipal Regional Permit (MRP)-NPDES Permit, <br /> implementation of and compliance with the stormwater quality Best Management <br /> Practices (BMPs) are required. However, to ensure that implemented BMPs <br /> are effective for reducing potential pollutant loads to a sufficient level of <br /> protection, each project developer shall prepare and implement a site-specific <br /> Water Quality Management Plan (WQMP) with BMPs targeted to reduce <br /> post-construction pollutants listed in Table 3.5-5 of the EIR. <br /> This WQMP shall identify specific stormwater BMPs for reducing potential <br /> pollutants in stormwater runoff. BMPs shall be selected to target pollutants listed <br /> in Table 3.5-5 of the EIR; selection criteria and documentation shall be <br /> incorporated into the WQMP. A qualified engineer shall prepare and submit, <br /> concurrently with the submittal of off-site or on-site improvement plans, <br /> (whichever comes first), the WQMP for review and approval by the City Engineer. <br /> The WQMP must be approved by a qualified engineer of the City's Engineering <br /> Division prior to the beginning of construction activities. <br /> The WQMP shall include the following BMPs along with selected BMPs to target <br /> pollutant removal: <br /> a. Waste and materials storage and management BMPs (design <br /> and construction of outdoor materials storage areas and trash and <br /> waste storage areas, if any, to reduce pollutant introduction). <br /> b. Spill prevention and control BMPs. <br /> c. Slope protection BMPs. <br /> d. Water efficient irrigation practices. <br /> e. Permanent erosion and sediment controls (e.g., hydroseeding, mulching, <br /> surface covers). <br /> Projects within the Project Area will be required to comply with the applicable <br /> provisions C3.c of MRP, including Low Impact Development (LID) source control, <br /> site design, and stormwater treatment if applicable. <br /> The WQMP shall not include infiltration BMPs unless they comply with design <br /> guidelines and requirements specified in TC-1: Infiltration Basins in the CASQA <br /> Stormwater Quality BMPs Handbook for New Development and Significant <br /> Redevelopment (2003) and/or are specifically approved by the City Engineer <br /> and shall meet MRP - NPDES Permit minimum requirements including adequate <br /> maintenance and that the vertical distance from the base of any infiltration <br /> device to the seasonal high groundwater mark shall be at least 10 feet. <br /> 7 <br />
