THE CITY OF /1 <br /> CITY COUNCIL AGENDA REPORT L <br /> pL EASANTON. <br /> September 1, 2015 <br /> Operations Services <br /> TITLE: APPROVE A TASK ORDER PURSUANT TO TRI-VALLEY SERVICES <br /> MASTER AGREEMENT TO AUTHORIZE POLLING AND OUTREACH <br /> FOR USE OF ADVANCED RECYCLED WATER <br /> SUMMARY <br /> The City has been involved in a series of Water Policy Roundtable Meetings over the <br /> past 12 months with all of the local water agencies including Zone 7. The purpose of <br /> these meetings is to explore diversifying the water portfolio in the Tri-Valley for long- <br /> term sustainability. At the July 22, 2015, meeting, the agencies agreed to move forward <br /> on exploring the use of recycled water for Indirect Potable Water Reuse (IDPR). There <br /> was general consensus that advanced recycling could be a critical part of future local <br /> water supply portfolios, and that given the history of public concerns previously <br /> expressed in the Valley and the technical advances that have occurred, a public <br /> education campaign could help inform future decision making. Such a campaign should <br /> begin with a polling effort to provide a baseline for future comparisons in measuring the <br /> effectiveness of any such education efforts and to identify any major current objections <br /> to the expansion of water recycling. <br /> RECOMMENDATION <br /> Authorize the City Manager to initiate the polling and education process Task Order <br /> under the Tri-Valley Intergovernmental Reciprocal Services Master Agreement, with <br /> costs shared by all the Valley's water suppliers. Pleasanton's share of the cost is <br /> estimated at $25,000. <br /> FINANCIAL STATEMENT <br /> The City of Pleasanton has agreed to be the lead agency on this project and execute a <br /> contract with a qualified consultant to assist the group in this process. The other <br /> agencies will reimburse Pleasanton for their share of the project. Funding for <br /> Pleasanton's portion is available in the City's Water Conservation Contracted Services <br /> account. <br />
