BACKGROUND <br /> The Rotary Park Phase I project consisted of demolition of the existing concrete, <br /> installation of electrical hookup and a clock tower, installation of irrigation, preparation of <br /> soil, installation of lawn sod, repositioning of donor brick pavers, installation of new <br /> concrete paving and curb, new game tables, a metal trellis, a three foot high metal fence <br /> around the Bunya Bunya tree, and a retaining wall at trail. Work also included removal <br /> of an existing art bench and drinking fountain that will be used for Phase II. <br /> On August 19, 2014, the City Council authorized the transfer of$185,000 from the Capital <br /> Improvement Program (CIP) Reserve, CIP No. 068018, to cover the cost of completing <br /> Phase I of the Rotary Park. City Council also authorized the City Manager to execute all <br /> related project agreements and make additional appropriations as necessary to assure <br /> project completion. On March 27, 2015, the City Manager authorized the transfer of <br /> $152,214 from the Community Parks Improvements and Acquisitions Reserve, CIP No. <br /> 037028 to cover the project agreements. <br /> DISCUSSION <br /> The engineer's estimate for the project was calculated at $175,000. Sealed bids were <br /> opened on November 7, 2014. Three bids were received that ranged from $193,599 to <br /> $246,416. The low bid was received from Suarez& Munoz Construction, Inc. of Hayward, <br /> California. All other bid documents were found to be in order and past work performed <br /> by Suarez & Munoz Construction, Inc. was verified to be satisfactory. Suarez & Munoz <br /> was awarded the construction contract. <br /> Construction survey and geotechnical services were required for the project. Under an <br /> on-call services agreement, Alexander and Associates was authorized up to $6,700 to <br /> provide construction survey staking. Geocon Consultants, Inc., also under an on-call <br /> contract, was authorized up to $3,450 to provide geotechnical services for checking <br /> subgrade and trellis foundations. <br /> Harvey Electric, as part of another on-call contract, was authorized up to $40,100 to <br /> coordinate with PG&E and underground the overhead power service to Rotary Park. The <br /> power upgrades will provide power for Phase I and II of the project. <br /> Construction of the project is now complete. It is recommended that the City Council <br /> accept the improvements as complete, authorize the City Clerk to file the Notice of <br /> Completion with the Alameda County Recorder's Office, release the project retention to <br /> the contractor at the appropriate time, and authorize the project balance to be transferred <br /> to the Community Parks Improvements and Acquisitions Reserve as outlined below. <br /> Budget <br /> Funding for the project was provided by a transfer of $185,000 from the Capital <br /> Improvements Program Reserve (CIP No. 068018) and $152,214 from the Community <br /> Parks Improvements and Acquisitions Reserve, CIP No. 037028. The Rotary Club <br /> reimbursed $13,944.37 to cover the clock tower expenditure. PG&E is expected to <br /> reimburse the City $4,815.84 for additional work requested by PG&E to relocate a riser <br /> they located incorrectly.
