Planning Commission <br />August 26, 2015 <br />Commissioners Present: Nancy Allen, Jack Balch, Greg O'Connor, David Nagler, <br />Gina Piper, and Herb Ritter <br />Commissioner Absent: None <br />PUD -25. Greenbriar Homes Communities. Lund Ranch 11 <br />Applications for: (1) Planned Unit Development (PUD) Rezoning and Development Plan <br />approval to construct 50 single - family, two -story homes and related improvements on the <br />approximately 194.7 -acre Lund Ranch II property located at 1500 Lund Ranch Road at the end <br />of Lund Ranch Road; (2) Certification of the Final Environmental Impact Report (EIR) prepared <br />for the project; and (3) Development Agreement to vest entitlements for the project. Zoning for <br />the property is PUD- LDR /OS (Planned Unit Development — Low Density Residential /Open <br />Space) District. <br />Action recommended: Recommend that the City Council: (1) certify the Final EIR and <br />approve the CEQA Findings and the Mitigation Monitoring and <br />Reporting Program; (2) approve the Development Agreement; and <br />(3) approve the PUD Rezoning and Development Plan as revised <br />to reflect Option 3 of the June 24, 2015 staff report. <br />Action taken: Recommended that the City Council (1) certify the Final EIR and approve <br />the CEQA Findings and the Mitigation Monitoring and Reporting Program; <br />(2) approve the Development Agreement; and (3) approve the PUD <br />Rezoning and Development Plan as shown in Option 2 of the June 24, <br />2015 staff report "Require the project to be redesigned to access only to <br />Sunset Creek Lane" with the 24 -foot road option without retaining walls as <br />described in the August 26, 2015 staff memo; with the following <br />modifications to the Conditions of Approval: (a) modify Condition Nos. 14, <br />55, and 105 and add two conditions as set forth in the staff memo dated <br />June 24, 2015; (b) add a new condition regarding areas of man -made <br />slope as presented by staff at the August 26, 2015 meeting; (c) modify <br />Condition No. 67 to replace the phrase "are encouraged to use" with "shall <br />use" with respect to the use of reclaimed gray water, rain water, etc., for <br />landscape irrigation; and (d) add a new condition restricting the home on <br />Lot 32 to be single story. <br />Vote: 4 -1 -1 (Piper voted no; O'Connor recused himself) <br />Page 4 of 5 <br />
