DISCUSSION <br /> The City Council appoints and evaluates the City Attorney. (Government Code §36505.) <br /> In 2014, the City Council approved committee assignments, and the City Attorney <br /> Evaluation Committee consists of Mayor Thorne and Councilmember Narum. This <br /> subcommittee has met with the City Attorney to evaluate and summarize his <br /> accomplishments. The subcommittee shared this information, as well as a salary <br /> survey, with the full Council at a noticed Special Meeting (Closed Session Employee <br /> Evaluation and Conference with Labor Negotiator) on August 18, 2015. <br /> The City Attorney's existing contract was entered into in December 2009. In January <br /> 2011 the City Attorney, like the City Manager, started paying the employee member <br /> contribution share of his pension, which resulted in an 8% deduction from his pay. <br /> A recent survey of the 27 in-house Bay Area city attorneys' salary and pension <br /> contribution were reviewed and revealed Pleasanton's City Attorney is 7.0% below the <br /> mean (average). <br /> Based on an evaluation of City Attorney Jonathan Lowell's accomplishments since <br /> 2010, as well as the salary survey, the attached First Amendment adjusts his annual <br /> salary by 5% effective September 1, 2015 from $195,000 to $204,750.
