Presentation of Proclamation proclaiming July "Park and Recreation Month" <br /> Councilmember Narum introduced the members of the Parks and Recreation Commission and read the <br /> Proclamation into the record. <br /> Chair Streng thanked the Council for the recognition and said he is very excited about the number of <br /> amenities the Commission is working to bring on line in the coming year. <br /> 20. Public Comment <br /> Michael Tree, Livermore Amador Valley Transportation Authority (LAVTA) Executive Director, <br /> announced that LAVTA is undertaking a comprehensive planning effort to improve the Wheels bus <br /> system. He encouraged the public to share their comments and desired improvements at one of the <br /> upcoming public workshops or at www.wheelsforward.com where they can find various transportation <br /> resources and more information about the planning effort. The first public workshops will be held <br /> Thursday July 30, 2015 from 6 to 8 pm at the Pleasanton Senior Center. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 21. Drought update: California Emergency Declaration and Stage 3 Mandatory Reductions <br /> Director of Operations Services Smith presented the monthly drought update, including the <br /> recommendation to continue the local emergency declaration and maintain Stage 3 Mandatory <br /> Reductions at 25%. He reviewed local conservation statistics, stating that as a whole the Pleasanton <br /> community reduced its June usage 48% over the same period in 2013. Year to date the community has <br /> reduced consumption by 37.1% or nearly double the savings realized for the same period last year. <br /> He reminded the Council and public that the State conservation mandates went into effect June 1, 2015 <br /> and continue through the end of February 2016. While there has been some recent discussion of El Nino <br /> and off season rains throughout the state improving the outlook, the future stills remains very unclear. He <br /> reported that as water supplies continue to dwindle water quality has also started to degrade, perhaps <br /> most evident locally is the effect of salt water instruction into the Delta.
