walkway. Staff has proposed that EBRPD assume the approximately $200,000 cost of improvements, to <br /> which they have been receptive. EBRPD has also asked to serve as the contractor on the proposed trail <br /> access across the Austin property, which would lead to the new EBRPD trail. City staff is open to the idea <br /> provided the city is allowed to prepare the design and perform the inspection. One outstanding issue here <br /> is whether or not to limit parking hours or implement some sort of parking management program. This <br /> would help to minimize negative impacts on both the neighborhood and park as well as allow the city to <br /> reserve this parking for particular needs at the Adobe. Staff believes the 50 spaces provided by this option <br /> is an appropriate goal at this point and recommends postponing any further discussion about additional <br /> parking on the Austin property until such time as it becomes necessary. <br /> The city has asked EBRPD to provide restrooms and water in either the northern triangle area on the <br /> Austin site or further up on the Castleridge property. The 2 neighbors whose driveway currently serves as <br /> trail access are not completely receptive to the idea but staff hopes to continue discussions on the matter. <br /> EBRPD has been receptive to both the restrooms and the requested gate, provided they are not required <br /> to maintain the latter, but have pushed back some on the issue of providing water. <br /> Mr. Dolan stated that staff also discussed the need for a pedestrian crossing on Foothill Road leading to <br /> the Adobe, which carries a conservative estimated cost of$60,000. When asked if they would be willing to <br /> help make that connection, EBRPD declined. Staff, however, believes it is a legitimate project for the city. <br /> Staff has forwarded this fully proposal to EBRPD, who again has agreed to pay for improvements on Old <br /> Foothill, the trail and gate installation and the restrooms on the Austin property. The issue of bringing <br /> water to this location is still pending. Perhaps the most contentious point remaining is that staff has asked <br /> EBRPD to commit within the Memorandum of Understanding (MOU) to complete the Garms staging area <br /> on a very specific schedule. EBRPD agrees in principle but has requested some additional dialogue <br /> regarding the actual timing and what actions are required of the district before that can be accomplished. <br /> Mr. Dolan acknowledged that when he first took over the project he was perhaps a bit ambitious in <br /> thinking the project could be underway within this very summer. However, dialogue with EBRPD has <br /> taken longer than anticipated and the urgency on the part of the district seems to have waned some. The <br /> district has suggested that both parties be allowed one year following execution of the MOU to complete <br /> the project, which in hindsight does seem reasonable. <br /> Vice Mayor Brown noted that restrooms require water and asked why the district would be resistant to <br /> providing one or two additional spigots. <br /> Mr. Dolan explained that these are vaults, rather than fully plumbed restrooms, which are seen in many of <br /> the EBRPD facilities. Nonetheless, he noted that water already runs along Old Foothill and said he did not <br /> believe it would be a major issue. <br /> Vice Mayor Brown asked if the resistance from neighbors related to the type of restroom proposed. <br /> Mr. Dolan said he thought it related more to proximity and the visual impacts, given that the existing view <br /> leading to and from their home is very rural with no structures located on that side of the street. <br /> Councilmember Narum asked if the city could post signs prohibiting use of the Alviso Adobe parking lot by <br /> anyone other than users of the Adobe. <br /> Mr. Dolan confirmed but reminded her that the city would then have to enforce it. <br /> Councilmember Pentin requested preliminary drawings of the northern and/or southern Austin property <br /> parking options when staff returns with the MOU. <br /> City Council Minutes Page 14 of 17 July 21, 2015 <br />
