THE CITY OF <br /> CITY COUNCIL AGENDA REPORT V <br /> pL EASANTONo <br /> August 18, 2015 <br /> Community Development <br /> Planning Division <br /> TITLE: CONSIDER REQUEST FOR A PREANNEXATION AGREEMENT AND <br /> WATER AND SEWER CONNECTIONS FOR 753 SYCAMORE ROAD <br /> (BOGGS/JUNG) <br /> SUMMARY <br /> The property owners of 753 Sycamore Road are requesting that water and sewer <br /> service be established to serve their existing to-be-expanded residence located within <br /> the Happy Valley Specific Plan area outside City limits. Alameda County's Department <br /> of Environmental Health (DEH) has determined the existing septic system is inadequate <br /> to provide service to an expanded home. In addition, the water quality of the <br /> groundwater underlying Happy Valley has been adversely affected by nitrate <br /> contamination. DEH also restricts repairs or installation of new septic systems when a <br /> sanitary sewer main is within 200 feet of the property. Therefore, the property owners <br /> are requesting connection to the City sewer system to eliminate the use of their septic <br /> system and to allow for a future connection to the City water system. Prior to allowing a <br /> property located within the County to connect to the City water and sewer systems, the <br /> City requires the property owner to enter into a preannexation agreement. If the pre- <br /> annexation agreement is approved, the City must apply for and receive on the owner's <br /> behalf an "out-of-service area" agreement from the Alameda County Local Agency <br /> Formation Commission (LAFCo). The Livermore-Amador Valley Water Management <br /> Agency (LAVWMA) may also require approval of the connection. <br /> RECOMMENDATION <br /> 1. Approve the preannexation agreement between Boggs/Jung and the City of <br /> Pleasanton, subject to modifications approved by the City Manager and City <br /> Attorney, and authorize the City Manager to execute the agreement. <br /> 2. Authorize staff to file an application with LAFCo for the extension of water and <br /> sewer service to this parcel and authorize staff to seek LAVWMA approval, if <br /> needed, of the connection. <br /> 3. Authorize connection of the Boggs/Jung parcel located at 753 Sycamore Road <br /> (APN 949-0006-007-04) to the City water and sanitary sewer system, provided: <br /> all connection work is done to the satisfaction of the City Engineer; all costs are <br /> borne by the property owners; and the proposed extension of City services is <br /> approved by LAFCo, and LAVWMA, if needed. <br />
