Councilmember Olson recalled that the neighborhood had agreed to a buffer zone in those discussions. <br /> Mr. Fialho confirmed, noting that the buffer zone was granted through the PUD, but said there was <br /> opposition to active trail use and/or parking close to that particular development. <br /> Councilmember Narum asked and Mr. Fialho confirmed that staff could explore the idea of providing some <br /> additional buffer in light of the parking. <br /> Councilmember Olson suggested they could also consider placing the trail access further up away from <br /> the perimeter of the Jorgenson neighborhood. <br /> MOTION: It was m/s by Narum/Brown to approve the Alviso Adobe Community Park Strategic Plan. <br /> Motion passed by the following vote: <br /> AYES: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> NOES: None <br /> ABSENT: None <br /> 26. Pulled Consent Calendar Item 14 -Adopt a resolution revising the Economic Vitality Committee <br /> meeting schedule and appointment of committee members <br /> Mr. Fialho presented a brief summary, stating that in earlier briefings some members of the Council had <br /> raised the issue of how committee appointments are made by outside organizations (Chamber of <br /> Commerce, Tri Valley Transportation Council, Pleasanton Downtown Association and Hacienda <br /> Business Park Association). The current ordinance reads that these appointments are subject to <br /> confirmation by the City Council, which is consistent with the city's standard practices in making <br /> appointments to advisory boards and commissions. The Economic Vitality Committee (EVC), however, <br /> has recommended striking the language, "subject to confirmation by the City Council." <br /> Councilmember Pentin said he was uncomfortable with the recommendation but could support <br /> substituting it with something such as "ratification." <br /> Economic Development Director Ott explained that staff was attempting to align practice with the <br /> written process. She said that many of the organizations identified make their representative selections <br /> at different times than the city typically handles committee appointments. She said she did not believe <br /> the objection was to the Council's ability to ratify the appointments, rather that they wished to avoid a <br /> situation where representatives were unable to fulfill their appointment simply because they had not <br /> been formally ratified or adopted by the Council. <br /> Vice Mayor Brown said she felt that Council ratification was approprite given that the EVC serves in an <br /> advisory capacity to the Council. <br /> Mr. Fialho explained that the Council could still confirm or ratify the appointments retroactively in April <br /> and October, which would allow them to serve without waiting for the Council to complete its action. <br /> Councilmember Pentin said he could support retroactive ratification. <br /> Mayor Thorne noted there were no speakers to addresss this item. <br /> MOTION: It was m/s by Pentin/Olson to waive full reading and adopt Resolution No. 15-778 revising <br /> the Economic Vitality Committee meeting schedule and appointment of committee members, with the <br /> latter pending ratification by the City Council.
