Mr. Fialho confirmed. He stated that staff did devise an additional option which is not reflected in the staff report but is somewhat of a hybrid of Option 2a and 2b. Under this option, the Council would adopt a resolution requesting that the Task Force finalize its recommendation, which staff has suggested could likely occur within 1 or 2 meetings, but to pause any further action on the specific plan and EIR and agree that voter ratification would be required of any plan if later adopted. The latter could be based on certain metrics that would be used to determine at what point it would be appropriate to resume the process and these could include the drought, RHNA or other conditions. As currently proposed, the process could not resume until the Governor declared an end to the drought, Zone 7 confirmed its access to sufficient water supplies and the Council determined that drought conservation strategies were no longer required. Councilmember Pentin read some of staffs proposed language, which was updated earlier that day: "...as determined by the statewide voluntary and mandatory drought declarations by the Governor's office as well as regional water supply conditions, as determined by Zone 7 and the City of Pleasanton, which result in the elimination of locally declared drought conditions and conservation stages." Vice Mayor Brown said that the drought issue goes deeper than what is declared at the state level and that local conditions still might not be such that it would be appropriate to move forward. Mr. Fialho explained that, as read by Councilmember Pentin, the Council would rely on multiple inputs from various water agencies, one of which is the state. It would also rely on conclusions from Zone 7 as well as the City of Pleasanton. That information would be collected and, just like the city's drought declaration in 2014, the conclusion may or may not agree with the state's position. Mr. Fialho clarified for everyone's benefit that this hybrid option is different than the advisory measure already discussed by the Council. He reiterated that the hybrid option would ask the Task Force to complete its recommendation to the Council but would stop any further consideration of the specific plan and its environmental work and not resurrect it until the drought is declared over by the city. The Council could elect to go one step further and require that once those conditions are all met, the results of that final product be subject to a vote of the people. Councilmember Narum asked and Mr. Fialho confirmed that in the interim the city would be obligated to process, although not to approve, any applications that came forward under the existing zoning for the 130 acres situated within Pleasanton. MOTION: It was m/s by Pentin to request that the Task Force finalize its recommendation, to halt any further consideration of the specific plan and its related environmental work until cessation of the drought, as determined by the City of Pleasanton and to place the specific plan, if later adopted, on the ballot for voter ratification. Motion failed for lack of a second. Mr. Dolan estimated again that finalizing the Task Force's recommendation could take 1 to 3 meetings, but that this could most likely be accomplished within a 2 month period. Ms. Seto advised that a decision to move forward with an advisory measure for the November ballot must be made at one of the Council's 2 June meetings. The Registrar of Voters would also require any interested parties to have their ballot arguments finalized by July, which could mean that the Task Force recommendation will not be accurately reflected in any discussion on the advisory measure. MOTION: It was m/s by Thorne/Brown to request that the Task Force finalize its work, to halt any further consideration of the specific plan and its related environmental work, and to direct staff to initiate the process to place an advisory measure on the November 2015 ballot asking whether the planning process should resume prior to the 2022 RHNA cycle.
