Environmental Review <br />The proposed smoking ban would reduce litter, decrease fire danger, and improve air <br />quality. As such, it qualifies for a categorical exemptions under the California <br />Environmental Quality Act and no environmental document accompanies this report. <br />Other Commissions' Recommendations <br />The Parks and Recreation Commission received the Youth Commission <br />Subcommittee's presentation at its regular meeting on May 14, 2015. At least one (1) of <br />the commissioners expressed surprise to learn that smoking was not already banned in <br />City parks. Others had questions about rented facilities, enforcement, why the golf <br />course was exempt, cigarette butt litter, and regulation in other communities. Another <br />commissioner expressed concern that the ban was too restrictive. The Parks & <br />Recreation Commission recommended (2 -1) that the City Council adopt the Youth <br />Commission's proposed ban on smoking. <br />The Human Services Commission received the Youth Commission Subcommittee's <br />presentation at its regular meeting on May 20, 2015. Some of the Commission asked <br />about enforcement, cigarette butt litter receptacles, distinction between trails and <br />sidewalks, and regulation of smoking in other communities (and why Pleasanton is not <br />more restrictive, particularly when Downtown events occur in City parks).
