Environmental Review
The proposed smoking ban would reduce litter, decrease fire danger, and improve air
quality. As such, it qualifies for a categorical exemptions under the California
Environmental Quality Act and no environmental document accompanies this report.
Other Commissions' Recommendations
The Parks and Recreation Commission received the Youth Commission
Subcommittee's presentation at its regular meeting on May 14, 2015. At least one (1) of
the commissioners expressed surprise to learn that smoking was not already banned in
City parks. Others had questions about rented facilities, enforcement, why the golf
course was exempt, cigarette butt litter, and regulation in other communities. Another
commissioner expressed concern that the ban was too restrictive. The Parks &
Recreation Commission recommended (2 -1) that the City Council adopt the Youth
Commission's proposed ban on smoking.
The Human Services Commission received the Youth Commission Subcommittee's
presentation at its regular meeting on May 20, 2015. Some of the Commission asked
about enforcement, cigarette butt litter receptacles, distinction between trails and
sidewalks, and regulation of smoking in other communities (and why Pleasanton is not
more restrictive, particularly when Downtown events occur in City parks). The Human
Services Commission unanimously (5 -0) recommended that the City Council adopt the
Youth Commission's proposed ban on smoking.
Submitted by:
FiscayReview: Approved by:
Susan Andrade -Wax
Director of Community
Services
Tina Olson
Director of Finance
Nelson Fialho
City Manager
Attachments:
1.
