THE CITY OF pLEASANTONC CITY COUNCIL AGENDA REPORT 21 July 21, 2015 Operation Services TITLE: DROUGHT UPDATE: CALIFORNIA EMERGENCY DECLARATION AND STAGE 3 MANDATORY REDUCTIONS SUMMARY As the California drought enters its fourth year, this report provides: an update on projected water allocations; information about on -going water conservation; the need for continuation of the local emergency and Stage 3 mandatory water restrictions in light of the State mandate by Governor Brown on April 1, 2015. The State Water Resources Control Board voted 5 -0 on the final rules for reductions on May 5, 2015 which requires the City of Pleasanton to reduce water consumption by 24% over the 2013 water consumption. RECOMMENDATION Staff recommends that the City Council: (a) continue the local emergency drought declaration; (b) maintain the Stage 3 mandatory reduction of 25 %; FINANCIAL STATEMENT While excess use penalties will result in some increased revenues to the water enterprise fund, additional Operation Services Department staff must continue to provide assistance with water conservation telephone calls and email contacts, house and business visits for irrigation programming and leak detection assistance, excess use penalty appeal resolution, and water waste enforcement.
