Authorize the Director of Community Development to approve and execute contract <br />change orders for a contingency amount not to exceed $177,000 (approximately <br />20% of the contract amount) for necessary related project work. <br />7. Appropriate $1,239,867 from Fund 168 (Bernal Interchange Developer Fee Account) <br />to CIP No. 155006. <br />FINANCIAL STATEMENT <br />In October 2000, the City of Pleasanton entered into a development agreement with <br />GHC Bernal Investors, LLC (BIC). As outlined in the agreement, BIC is obligated to <br />fund the Bernal interchange improvement. On June 3, 2014, the City Council approved <br />a resolution approving a letter of understanding with BIC regarding a lump sum payment <br />from BIC to the City for $4.5M to meet BIC's remaining obligation for the Bernal <br />interchange improvement. These funds were received and are completely funding this <br />project. <br />BACKGROUND <br />Phase 1 of the 1-680 /Bernal Avenue interchange project installed a traffic signal at the <br />intersection of Bernal Avenue at the 1 -680 southbound ramps. This signal installation <br />was completed in late 2008. <br />Phase 2 of the interchange project was separated into two stages. Stage 1 included <br />the modification of both signalized intersections at the 1 -680 interchange at Bemal <br />Avenue. At the 1 -680 NB on -ramp intersection, one westbound through lane was <br />converted to a shared through /right turn lane for the northbound on -ramp to reduce <br />vehicle queue and congestion. At the 1 -680 SB on -ramp intersection, one westbound <br />through lane was converted to a second westbound left turn lane to the southbound on- <br />ramp to reduce vehicle queue and congestion. This stage of Phase 2 was completed in <br />May of 2015. <br />Stage 2 of Phase 2 of the interchange project will install the landscape and gateway <br />feature elements at this interchange. The landscape and gateway monument feature <br />elements of the project required a separate and lengthy approval process from Caltrans. <br />As a result, the landscape and gateway portion of the project was separated from the <br />roadway and traffic signal phase of the project. <br />Due to the drought, the plans and specifications for the landscape project were <br />prepared so that the planting and irrigation can be constructed at a later date.
