With that in mind, he felt that Mr. Russman <br />would make a wonderful addition to the task force as an alternate. <br />Councilmember Narum concurred. <br />Vice Mayor Brown noted that the Pleasanton Downtown Association had not appointed an altemate. <br />Mr. Fialho said he was not aware of why they had not done so but that he would reach out to them. <br />Councilmember Narum reported that her selection, Kelly French, had advised her that she would also <br />be serving as Chair of the PPIE Run for Education next year which would limit her availability at certain <br />times. This, coupled with the number of qualified candidates, helped to spawn the idea of an alternate. <br />Councilmember Olson said Mr. Russman would make an excellent alternate. <br />Mayor Thome opened and closed the public hearing. <br />Vice Mayor Brown asked if there is an expectation that alternates would attend all of the meetings. <br />Councilmember Narum explained that Mr. Russman very clearly indicated his intent to attend and <br />participate in every meeting, whether as a member of the public or the task force. This is one of the <br />reasons he was identified as an excellent candidate. <br />Mr. Fialho confirmed that staff is planning to conduct outreach and encourage all altemates to attend <br />and will provide them with the full informational packets for each meeting. While it will not be <br />mandatory, their regular participation will obviously make managing absences much easier. He said he <br />has already spoken with Mr. Russman, who wishes to actively participate in every meeting but <br />recognizes that he won't always be able to do so as a voting member. He noted that each meeting will <br />be open to the public and anticipated a high level of public participation. <br />Councilmember Olson asked if the meetings would also be open to the City Council. <br />Ms. Harryman requested time to consider the matter and said she would get back to the Council. <br />Mr. Fialho explained that the role of the task force is report back to the City Council and that this <br />process can be complicated, both legally and administratively, by the participation of Council member. <br />MOTION: It was m/s by Pentin /Olson to ratify the Civic Center /Library Facilities Master Plan Task Force <br />members as follows: City Council representatives: Mayor Thorne, Vice Mayor Brown; Park and <br />Recreation Commissioners: Joanie Fields; Alternate: Deborah Wahl; Youth Commissioners: Ardin Lo; <br />Altemates: Russel Ambrosiewicz and Avni Patel; Library Commissioners: Kelly Cousins; Alternate: <br />Tracy Dunne; Planning Commissioners: David Nagler; Alternate: Nancy Allen; Economic Vitality <br />Committee members: Janice Phalen; Alternate: Jay Galvin; Pleasanton Downtown Association Rep: <br />Mike Hosterman; Community At -Large members: Brad Hirst, Steve Sherman, Kelly French, Altemate: <br />Bob Russman.
