contingency and playground equipment. He explained that the latter was removed from the project bid <br />because staff felt they could obtain a more consistent product competitive pricing going through the <br />city's regular process for purchasing park play equipment. Taking these additional costs into <br />consideration the total cost of the project is estimated at just over $16.2 million. This leaves a funding <br />deficit of $573,000 which staff is proposing to fill with an appropriation from the city's In Lieu Park <br />Dedication Reserve Fund. Lastly, staff is proposing what an inter -fund transfer from the City's Facilities <br />Renovation Fund for what is essentially an advance on the anticipated revenues from the sports groups <br />fundraising campaign. Staff expects that the campaign will last approximately 1 year. Should the <br />campaign's efforts fall short of $2 million, the sports groups have agreed to make payments on the <br />remaining pledge amount over a 10 -year period. <br />Mr. Bocian stated that staff is recommending the Council award the construction contracts Goodland <br />Landscape Construction, Inc. and Valley Precision Grading, approve an amendment to the architect's <br />agreement for construction related services, approve the contracts for special inspection, all- weather <br />turf consulting and geotechnical services, authorize the City Manager to execute these contracts, <br />approve the transfer from the In -Lieu Park Dedication Reserve of $573,122, approve the inter -fund loan <br />transfer from the City's Facilities Renovation Fund and authorize the Director of Community <br />Development to execute the change orders. If all proceeds as planned, staff anticipates opening the <br />park in June 2016. <br />Mayor Thorne disagreed with the categorization of silica sand as a carcinogen outside of the context of <br />foundry or mining processes. He explained that if one were to look at other carcinogens out of context <br />in this manner, things like peanut butter, bacon and barbeque steaks would be off limits as well. <br />Mr. Bocian agreed that silica sand is generally considered safe for use on sports fields. Nonetheless, it <br />is still listed by the State of California as a known carcinogen. <br />Councilmember Olson asked how staff determined the contingency amount of $838,000. <br />Mr. Bocian said this represents 7% of the overall project cost. While most projects carry a 10 -12% <br />contingency, staff feels this is appropriate based on the overall size and specs of the project. This <br />amount is really intended to address any unanticipated conditions which could elevate the project cost, <br />although staff certainly hopes the project will come in on time and on budget. <br />Councilmember Pentin referred to the $65,000 estimate for Alternate 4 and asked what the net cost <br />would be less the landscaping included in the base bid. <br />Mr. Bocian clarified that the base bid includes trees and grass but none of the shrubbery plantings <br />addressed in this alternate. $65,000 is therefore the net cost. <br />Councilmember Pentin said it appeared to him as though installation of the sports fields would likely <br />occur later in 2015 or early in 2016. He noted that the installation requires a minimum temperature of <br />45 degrees and asked if weather has the potential to delay installation to the point that it would <br />compromise the contingency budget. <br />Mr. Bocian said the fields would most likely be installed in spring 2016 and weather should not be a <br />significant issue. Staff is also working with the manufacture to see how much pre - installation work can <br />be done at the factory as opposed to during installation. <br />Councilmember Pentin asked and Mr. Bocian confirmed that the split -rail fencing product is fairly <br />rugged and appropriately reinforced. <br />City Council Agenda Page 4 of 11 April 07, 2015 <br />
