Councilmember Olson said it is unfortunate that Mr. Monzo was held to certain standards that now <br />appear to be relaxed and he felt that some additional resdesign was warranted to improve the impacts <br />to the appellant. <br />MOTION: It was m/s by Pentin /Brown to waive full reading and adopt Resolution No. 15 -760 denying <br />the appeal of Gary Monzo thereby upholding the Planning Commission decision for Design Review <br />approval to construct an approxmately 6,841- square -foot two -story custom home and related <br />landscape and site improvements including approximately 23,817 square feet of grading for 8019 <br />Golden Eagle Way as filed under Case No. P14 -1186; and approve and authorize the City Manager to <br />execute a Growth Management agreement with Nagib Haddad. Motion passed by the following vote: <br />AYES: Councilmembers Brown, Narum, Pentin, Mayor Thorne <br />NOES: Councilmember Olson <br />ABSENT: None <br />BREAK: Mayor Thorne called a brief recess and thereafter reconvened the regular meeting. <br />25. Drought Update regarding California Emergency Declaration and Stage 3 Mandatory Reductions <br />Director of Operations Services Smith presented the update and recommendation to continue the local <br />Emergency Declaration and Stage 3 Mandatory Reductions. He provided a year to year comparison of <br />the city's progress with respect to its conservation goal of 25 %. In May 2015, the community reduced <br />its consumption by 46% over the same period in 2013, which is almost double what was achieved in <br />2014 (28 %). Year -to -date the city has conserved 31.4% (622 million gallons) over 2013, which is again <br />almost double its progress at this same time last year (16.2 %). In the first 4 months of 2015 city <br />facilities have reduced consumption by 17.8 million gallons, or 33.3% over 2013. <br />Mr. Smith reminded the Council and public that the state is still in severe drought conditions and <br />stressed the importance of continued conservation. He reviewed reservoir levels throughout the state, <br />focusing on Lake Oroville which is at its second greatest low point although the population has doubled <br />since its last historic low. He also noted that for the first time in history Lake Tahoe levels have not <br />recovered with the snow melt. <br />As of June 1, 2015 all water retailers and wholesalers throughout the state are being held to the <br />Governor's mandatory reduction of 25 %. The Governor has also announced certain incentives and <br />rebates which staff has already presented. These include $30 million in rebates from the California <br />Energy Commission for interior home retrofits and there is some discussion about rolling out turf <br />replacement rebates. DSRSD's residential and commercial recycled water program has been a <br />tremendous success, so much so that staff has discussed a new program that will kick off with some <br />beta -test residents later this week. Tier 1 of the program allows for commercial haulers to provide <br />regular irrigation services using recycled water via a water truck or for residents to use portable storage <br />tanks up to 300 gallons in size with a pump for irrigation purposes. Neither option will require a special <br />permit. Tier 2 would allow commercial haulers to deliver recycled water to residential irrigation tanks <br />ranging in size from 300 to 1,000 gallons. A backflow device is required to protect the potable water <br />system and $25 permit fee is required for city inspection. Staff devised this latter option in response to <br />learning that some residents had started this on their own, but that there could be potential issues with <br />cross - connection to the potable water system without the proper review. <br />Councilmember Olson asked if the city website contains any information regarding commercial haulers. <br />Mr. Smith advised that the city does not advertize for the haulers but recommended that residents <br />contact DSRSD or visit their website for a list of approved and certified haulers.
