THE CITY OF 8 <br />CITY COUNCIL AGENDA REPORT <br />PLEASANTON. <br />July 21, 2015 <br />Community Development <br />Planning Division <br />TITLE: CONSIDER REQUEST FOR A PREANNEXATION AGREEMENT AND <br />SEWER CONNECTION FOR 753 SYCAMORE ROAD (BOGGS /JUNG) <br />SUMMARY <br />The property owners of 753 Sycamore Road are requesting sewer service to be <br />established to serve their existing residence located within the Happy Valley Specific <br />Plan area outside City limits. The property owners wish to expand the existing home. <br />Alameda County's Department of Environmental Health has determined the existing <br />septic system is inadequate to provide service to the expanded home. Alameda <br />County's Department of Environmental Health also restricts repairs or installation of new <br />septic systems when a sanitary sewer main is within 200 feet of the property. Therefore <br />the property owners are requesting connection to the City sewer system to eliminate the <br />use of their septic system. Prior to allowing a property located within the County to <br />connect to the City sewer system, the City requires the property owner to enter into a <br />preannexation agreement. If the pre- annexation agreement is approved, on the <br />applicant's behalf the City must apply for and receive an "out -of- service area' <br />agreement from the Alameda County Local Agency Formation Commission (LAFCo). <br />The Livermore - Amador Valley Water Management Agency (LAVWMA) must also <br />approve the connection. <br />RECOMMENDATION <br />1. Approve the preannexation agreement between Boggs /Jung and the City of <br />Pleasanton, and authorize the City Manager to execute the agreement. <br />2. Authorize staff to file an application with LAFCo for the extension of sewer service <br />to this parcel and authorize staff to seek LAVWMA approval of the connection. <br />3. Authorize connection of the Boggs /Jung parcel located at 753 Sycamore Road <br />(APN 949 - 0006 - 007 -04) to the City sanitary sewer system, provided: all <br />connection work is done to the satisfaction of the City Engineer; all costs are <br />borne by the property owners; and the proposed extension of City services is <br />approved by LAFCo and LAVWMA. <br />FINANCIAL STATEMENT <br />The property owners would be required to pay all costs associated with extending the <br />sewer system, City connection fees and permits, fees required by the City, County, and <br />other agencies, and LAFCo fees. <br />
