Each commercial or industrial building or other miscellaneous unclassified uses a sum "C" established by the fol- lowing formula : V C 102 ,200 X 1/3 (1 + 2O50D + 300 X $975 . 00 Where : V = Estimated total yearly volume of discharge from the building, gallons ; BOD = Estimated average Biological Oxygen Demand of the waste discharge ; ss = Estimated average suspended solids of waste discharge . In the event that any of the factors V, BOD or ss are found to have been estimated too low or too high such that the collected fee was 10% or more lower or higher than the correct fee ; or if the customer ' s discharge has been increased in volume or strength, the City shall bill or reimburse the customer for the difference in connection fees .
