Councilmember Narum concurred with most of what was said. While she maintained some concerns <br /> related to parking, she expressed disappointment in the appellant's absence and said she could <br /> support the project. <br /> Councilmember Olson commended the Commission on its work and stated his support for the project. <br /> Mayor Thome said he felt that the applicant, their architect and the Commission were all very <br /> responsive to the concerns expressed by the appellant. <br /> MOTION: It was m/s by Brown/ to waive full reading and adopt Resolution No. 15-748 denying the <br /> appeal if Gary Hirata, thereby upholding the Planning Commission's approval for Administrative Design <br /> Review approval to construct a 1,200-sq. ft. second unit with an approximately 317 sq. ft. one-car <br /> garage at 547 Sycamore Road, as filed under Case No. P15-0010. Motion passed by the following <br /> vote: <br /> AYES: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> NOES: None <br /> ABSENT: None <br /> MATTERS INITIATED - None <br /> COUNCIL REPORTS <br /> Mayor Thorne reported that he and Councilmember Olson spent the past week visiting with the state <br /> legislature. They shared the letter regarding the impact of water availability on housing allocations with <br /> everyone they met and received a mixed response. While there is no possibility of a new bill coming <br /> forward, Assemblywoman Baker did agree to work with the city in trying to identify a solution. During <br /> the general election session, Councilmember Olson asked how they reconcile the continued demands <br /> on municipalities to provide housing when the ability to provide people with water is so uncertain. <br /> Disappointingly, the response was that California suffers from a housing shortage and water issue will <br /> simply have to be worked out. <br /> Councilmember Pentin reported attending the first meeting of the Alameda County CCA. The county is <br /> currently undertaking a $1.3 million study to determine whether to create a CCA, which would offer <br /> consumers the option to purchase from alternative energy sources and perhaps replace PG&E. He <br /> voiced concern at the meeting that this would create another layer of bureaucracy that very well may <br /> not produce the anticipated results. When he asked if alternative energy sources have been identified <br /> within Alameda County he was referred to the windmills and a possible 10 megawatt plant that does not <br /> exist today. He will continue to report back to the Council as this progresses. <br /> Vice Mayor Brown reminded the public that the East Pleasanton Specific Plan is scheduled for the next <br /> Council meeting on May 19, 2015. <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 9:01 p.m. The Council extended a <br /> tribute to our nation's men and women serving in the military.
