BACKGROUND
On February 17, 2015, the City Council approved the formation of an Ad Hoc
Committee for the Civic Center Exploration and Review Process. The committee is to
have eleven members including Mayor Thorne, Vice Mayor Brown representing the City
Council, one member from the Parks and Recreation Commission, the Planning
Commission, the Youth Commission, the Library Commission, the Economic Vitality
Committee, the Pleasanton Downtown Association (PDA), and three at large community
members. The group will be known as the Civic Center/Library Facilities Master Plan
Task Force. Each of the represented Commissions and Committees, and the PDA
have selected their Committee members and an alternate.
Staff also initiated the recruitment for the At-large Committee members by advertising
the opportunity on multiple dates in the Pleasanton Weekly, on the City's website, and
through a press release to all the local newspapers. A total of 19 applications were
received by the May 22, 2015, deadline. Each of the three Council members not
serving on the Committee have selected one at-large member.
DISCUSSION
The following Committee members have been submitted for Council ratification:
City Council representatives: Mayor Thome, Vice Mayor Brown
Park and Recreation Commission: Joanie Fields; Alternate: Deborah Wahl
Youth Commission: Ardin Lo; Alternates: Russel Ambrosiewicz and Avni Patel
Library Commission: Kellie Cousins; Alternate: Tracy Dunne
Planning Commission: David Nagler; Alternate: Nancy Allen
Economic Vitality Committee: Janice Phalen; Alternate: Jay Galvin
Pleasanton Downtown Association: Mike Hosterman
Community At-Large members: Brad Hirst, Steve Sherman, Kelly French
During the Task Force applicant interview process, two Council members suggested
that the Council-appointed Community At-Large members also have an appointed
alternate. They have suggested that in addition to the Task Force members identified
above, that Bob Russman be ratified by the City Council to serve as the alternate for the
Community At-Large members.
In addition to being members of the Civic Center Committee, Mayor Thorne and Vice
Mayor Brown would function as a City Council subcommittee when necessary to
engage with staff regarding strategic planning, preliminary data analysis, etc. The
primary purpose of this role would be to ensure that the Council stay informed of project
activity and to provide direction as needed to assure consistency with overall project
tasks and goals.
