AB 323 (Olsen) California Environmental Quality Act: exemption: roadway <br /> improvement. <br /> Amended 4/6/2015 <br /> Committee Location: SEN Environmental Quality <br /> Status: Referred to Committee on Environmental Quality (5/7/2015). 6/17/2015 hearing <br /> date. <br /> Legislative Summary: <br /> The California Environmental Quality Act (CEQA) requires a lead agency, as defined, to <br /> prepare, or cause to be prepared, and certify the completion of, an environmental impact <br /> report on a project that it proposes to carry out or approve that may have a significant <br /> effect on the environment or to adopt a negative declaration if it finds that the project will <br /> not have that effect. CEQA also requires a lead agency to prepare a mitigated negative <br /> declaration for a project that may have a significant effect on the environment if revisions <br /> in the project would avoid or mitigate that effect and there is no substantial evidence that <br /> the project, as revised, would have a significant effect on the environment. CEQA, until <br /> January 1, 2016, exempts a project or an activity to repair, maintain, or make minor <br /> alterations to an existing roadway, as defined, if the project or activity is carried out by a <br /> city or county with a population of less than 100,000 persons to improve public safety and <br /> meets other specified requirements. This bill would extend the above exemption to <br /> January 1, 2020. <br /> Subcommittee recommendation — support <br /> AB 327 (Gordon) Public works: volunteers. <br /> Amended: 4/30/2015 <br /> Committee Location: SEN Labor and Industrial Relations <br /> Status: Referred to Committee on Labor and Industrial Relations (5/28/2015). 6/10/2015 <br /> hearing date. <br /> Legislative Summary: <br /> Existing law defines "public works," for purposes of regulating public works contracts, <br /> as, among other things, construction, alteration, demolition, installation, or repair work <br /> that is performed under contract and paid for in whole or in part out of public funds. <br /> Pursuant to existing law, all workers employed on public works projects are required to <br /> be paid not less than the general prevailing rate of per diem wages for work, except as <br /> specified. <br /> Existing law governing public works does not apply to specified work performed by a <br /> volunteer, a volunteer coordinator, or a member of the California Conservation Corps or <br /> a community conservation corps. These provisions are effective only until January 1, <br /> 2017, and as of that date are repealed. <br /> This bill would extend those provisions until January 1, 2024, at which date those <br /> provisions would be repealed.
