Stacy Denning, a Senior Center volunteer specializing in fiber arts, discussed the growth and popularity of the Center's knitting group. As a healthcare professional, she spoke to the many wonderful benefits that the Center's programming offers to its community members. She stated that the National Institute of Health reports that even moderate exercise and physical activity serves to improve the overall physical and emotional health of people of all ages and encouraged the community to take advantage of the opportunities offered by the Senior Center. Councilmember Olson read the proclamation recognizing May as Older Americans Month into the record. 13. Public Comment PUBLIC HEARINGS AND OTHER MATTERS 14. Consider adoption of a resolution terminating, pausing, or continuing the planning process for the East Pleasanton Specific Plan and related environmental review Councilmember Olson recused himself from the item and left the dais. Assistant City Manager Dolan presented the staff report. He provided an overview of the planning process to date which began with formation of the East Pleasanton Specific Plan Task Force in July 2012. In August 2014 the Task Force requested the elimination of all multi-family housing and a reduction in total housing units from 1,759 to 1,300 in the Base Plan, and also requested additional outreach to the community. In December 2014 the City Council provided comments on the revised plan, confirmed the Base Plan and firmed up the list of alternatives to be evaluated in the Environmental Impact Report (EIR). Since that time staff and consultants have published the Draft EIR and held a total of 3 neighborhood meetings, all of which were well attended. Mr. Dolan reviewed the primary themes discussed by the public. • Water Supply Many have expressed the opinion that no additional housing should be developed in Pleasanton until the drought has ended, that water conservation efforts should not be used to support additional development and the use of the city's recycled water project to support additional development is prohibited by the General Plan. • Flooding and drainage Residents of Valley Trails expressed concern that any development upstream of their neighborhood could somehow result in flooding downstream. • Schools Most attendees had learned that the school district had recently prepared a demographic report which concluded that school enrollments would decrease over time. This was based primarily on data derived from households within the city that identified a decline in birth rates. Some members of the public shared a suspicion that this data was not correct and shared a lot of anecdotal information to dispute the claim. Concerns were also expressed about the importance of schools to the overall quality of life in Pleasanton and the proposed school site's proximity to the Livermore airport.
