Forty years. We have lived in Valley Trails since <br /> 1978 and we have seen many changes and improvements to the city. We have concerns about the <br /> flood plain of the Arroyo de la Laguna and Arroyo Mocho related to the EPSP. <br /> Arroyo Mocho means "cutoff creek" because it historically had no outlet but dissipated into the ground <br /> after spreading out into many smaller streams between Livermore and Pleasanton. As early as 1852 <br /> it was also called Mocho Creek. (source: wikipedia). <br /> This is right in the area where the city wants to build the EPSP. <br /> We urge caution to proceed with this project. Of particular concern is in the preliminary draft EPSP <br /> revision #1 on page 72 where the extension of El Charro Road to Stanley Blvd will require <br /> construction of an underpass, and the grade will be lowered 16 feet?
